    <main style="-uslm-dtd:legis-body"><longTitle><docTitle style="-uslm-dtd:legis-type">AN ACT</docTitle><officialTitle style="-uslm-dtd:official-title">To establish a pilot program in the Departments of the Interior and Agriculture designated as the Youth Conservation Corps, and for other purposes.</officialTitle></longTitle><enactingFormula style="-uslm-dtd:enacting-clause">
Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,

        <title style="-uslm-dtd:title" identifier="/us/sComp/91/378/tI" styleType="OLC">
            <num style="-uslm-dtd:enum" value="I">TITLE I—</num><heading style="-uslm-dtd:header" class="bold">YOUTH CONSERVATION CORPS </heading>
            <section style="-uslm-dtd:section" identifier="/us/sComp/91/378/tI/s101" styleType="traditional">
                <heading style="-uslm-dtd:header">policy and purpose </heading>
                <num style="-uslm-dtd:enum" value="101">Section 101. </num><editorialNote style="-uslm-dtd:usc-reference" role="uscRef"><b>[</b><ref href="/us/usc/t16/s1701">16 U.S.C. 1701</ref><b>]</b> </editorialNote><content style="-uslm-dtd:text">The Congress finds that the Youth Conservation Corps has demonstrated a high degree of success as a pilot program wherein American youth, representing all segments of society, have benefited by gainful employment in the healthful outdoor atmosphere of the national park system, the national forest system, other public land and water areas of the United States and by their employment have developed, enhanced, and maintained the natural resources of the United States, and whereas in so doing the youth have gained an understanding and appreciation of the Nation's environment and heritage equal to one full academic year of study, it is accordingly the purpose of this title to expand and make permanent the Youth Conservation Corps and thereby further the development and maintenance of the natural resources by America's youth, and in so doing to prepare them for the ultimate responsibility of maintaining and managing these resources for the American people.</content>
            </section>
            <section style="-uslm-dtd:section" identifier="/us/sComp/91/378/tI/s102" styleType="traditional">
                <heading style="-uslm-dtd:header">youth conservation corps </heading>
                <num style="-uslm-dtd:enum" value="102">Sec. 102. </num><editorialNote style="-uslm-dtd:usc-reference" role="uscRef"><b>[</b><ref href="/us/usc/t16/s1702">16 U.S.C. 1702</ref><b>]</b> </editorialNote><subsection style="-uslm-dtd:subsection" identifier="/us/sComp/91/378/tI/s102/a" styleType="traditional" class="inline"><num style="-uslm-dtd:enum" value="a">(a) </num><content style="-uslm-dtd:text">To carry out the purposes of this title, there is established in the Department of the Interior and the Department of Agriculture a Youth Conservation Corps (hereinafter in this title referred to as the “<quotedText style="-uslm-dtd:quote">Corps</quotedText>”). The Corps shall consist of young men and women who are permanent residents of the United States, its territories, possessions, trust territories, or Commonwealth of Puerto Rico who have attained age fifteen but have not attained age nineteen, and whom the Secretary of the Interior or the Secretary of Agriculture may employ without regard to the civil service or classification laws, rules, or regulations, for the purpose of developing, preserving, or maintaining lands and waters of the United States.</content></subsection>
                <subsection style="-uslm-dtd:subsection" identifier="/us/sComp/91/378/tI/s102/b" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="b">(b) </num><content style="-uslm-dtd:text">The Corps shall be open to youth from all parts of the country of both sexes and youth of all social, economic, and racial classifications with all Corps members receiving compensation consistent with work accomplished, and with no person being employed as a member of the Corps for a term in excess of ninety days during any single year.</content>
                </subsection>
            </section>
            <section style="-uslm-dtd:section" identifier="/us/sComp/91/378/tI/s103" styleType="traditional">
                <heading style="-uslm-dtd:header">SECRETARIAL DUTIES AND FUNCTIONS </heading>
                <num style="-uslm-dtd:enum" value="103">Sec. 103. </num><editorialNote style="-uslm-dtd:usc-reference" role="uscRef"><b>[</b><ref href="/us/usc/t16/s1703">16 U.S.C. 1703</ref><b>]</b> </editorialNote><subsection style="-uslm-dtd:subsection" identifier="/us/sComp/91/378/tI/s103/a" styleType="OLC" class="inline"><num style="-uslm-dtd:enum" value="a">(a) </num><chapeau style="-uslm-dtd:text">In carrying out this title, the Secretary of the Interior and the Secretary of Agriculture shall—</chapeau>
                <paragraph style="-uslm-dtd:paragraph" identifier="/us/sComp/91/378/tI/s103/a/1" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="1">(1) </num><content style="-uslm-dtd:text">determine the areas under their administrative jurisdictions which are appropriate for carrying out programs using employees of the Corps;</content>
                </paragraph>
                <paragraph style="-uslm-dtd:paragraph" identifier="/us/sComp/91/378/tI/s103/a/2" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="2">(2) </num><content style="-uslm-dtd:text">determine with other Federal agencies the areas under the administrative jurisdiction of these agencies which are appropriate for carrying out programs using members of the Corps, and determine and select appropriate work and education programs and projects for participation by members of the Corps;</content>
                </paragraph>
                <paragraph style="-uslm-dtd:paragraph" identifier="/us/sComp/91/378/tI/s103/a/3" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="3">(3) </num><content style="-uslm-dtd:text">determine the rates of pay, hours, and other conditions of employment in the Corps, except that members of the Corps shall not be deemed to be Federal employees other than for the purposes of chapter 171 of title 28, United States Code, and chapter 81 of title 5, United States Code;</content>
                </paragraph>
                <paragraph style="-uslm-dtd:paragraph" identifier="/us/sComp/91/378/tI/s103/a/4" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="4">(4) </num><content style="-uslm-dtd:text">provide for such transportation, lodging, subsistence, and other services and equipment as they may deem necessary or appropriate for the needs of members of the Corps in their duties;</content>
                </paragraph>
                <paragraph style="-uslm-dtd:paragraph" identifier="/us/sComp/91/378/tI/s103/a/5" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="5">(5) </num><content style="-uslm-dtd:text">promulgate regulation to insure the safety, health, and welfare of the Corps members; and</content>
                </paragraph>
                <paragraph style="-uslm-dtd:paragraph" identifier="/us/sComp/91/378/tI/s103/a/6" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="6">(6) </num><content style="-uslm-dtd:text">provide to the extent possible, that permanent or semipermanent facilities used as Corps camps be made available to educational local schools, school districts, State junior colleges and universities, and other education institutions for use as environmental/ecological education camps during periods of nonuse by the Corps program.</content>
                </paragraph><continuation style="-uslm-dtd:continuation-text" role="subsection">Costs for operations maintenance, and staffing of Corps camp facilities during periods of use by non-Corps programs as well as any liability for personal injury or property damage stemming from such use shall be the responsibility of the entity or organization using the facility and shall not be a responsibility of the Secretaries or the Corps.</continuation></subsection>
                <subsection style="-uslm-dtd:subsection" identifier="/us/sComp/91/378/tI/s103/b" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="b">(b) </num><content style="-uslm-dtd:text">Existing but unoccupied Federal facilities and surplus or unused equipment (or both), of all types including military facilities and equipment, shall be utilized for the purposes of the Corps, where appropriate and with the approval of the Federal agency involved. To minimize transportation costs, Corps members shall be employed on conservation projects as near to their places of residence as is feasible.</content>
                </subsection>
                <subsection style="-uslm-dtd:subsection" identifier="/us/sComp/91/378/tI/s103/c" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="c">(c) </num><content style="-uslm-dtd:text">The Secretary of the Interior and the Secretary of Agriculture may contract with any public agency or organization or any private any nonprofit agency or organization which has been in existence for at least five years for the operation of any Youth Conservation Corps project.</content>
                </subsection>
            </section>
            <section style="-uslm-dtd:section" identifier="/us/sComp/91/378/tI/s104" styleType="traditional">
                <heading style="-uslm-dtd:header">GRANT PROGRAM FOR STATE PROJECTS </heading>
                <num style="-uslm-dtd:enum" value="104">Sec. 104. </num><editorialNote style="-uslm-dtd:usc-reference" role="uscRef"><b>[</b><ref href="/us/usc/t16/s1704">16 U.S.C. 1704</ref><b>]</b> </editorialNote><subsection style="-uslm-dtd:subsection" identifier="/us/sComp/91/378/tI/s104/a" styleType="OLC" class="inline"><num style="-uslm-dtd:enum" value="a">(a) </num><content style="-uslm-dtd:text">The Secretary of the Interior and the Secretary of Agriculture shall jointly establish a program under which grants shall be made to States to assist them in meeting the cost of projects for the employment of young men and omen to develop, preserve, and maintain non-Federal public lands and waters within the States. For purposes of this section, the term “<quotedText style="-uslm-dtd:quote">States</quotedText>” includes the District of  Columbia, the Commonwealth of Puerto Rico, the Virgin Islands, Guam, the Trust Territory of the Pacific Islands, and American Samoa.</content></subsection>
                <subsection style="-uslm-dtd:subsection" identifier="/us/sComp/91/378/tI/s104/b" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="b">(b)</num><paragraph style="-uslm-dtd:paragraph" identifier="/us/sComp/91/378/tI/s104/b/1" styleType="OLC" class="inline"><num style="-uslm-dtd:enum" value="1">(1) </num><chapeau style="-uslm-dtd:text">No grant may be made under this section unless an application therefor has been submitted to, and approved by, the Secretary of the Interior and the Secretary of Agriculture. Such application shall be in such form, and submitted in such manner, as the Secretaries shall jointly by regulation prescribe, and shall contain—</chapeau>
                    <subparagraph style="-uslm-dtd:subparagraph" identifier="/us/sComp/91/378/tI/s104/b/1/A" styleType="OLC" class="leftIndentDecrease1">
                        <num style="-uslm-dtd:enum" value="A">(A) </num><chapeau style="-uslm-dtd:text">assurances satisfactory to the Secretaries that individuals employed under the project for which the application is submitted shall–</chapeau><clause style="-uslm-dtd:clause" identifier="/us/sComp/91/378/tI/s104/b/1/A/i" styleType="OLC" class="inline"><num style="-uslm-dtd:enum" value="i">(i) </num><content style="-uslm-dtd:text">have attained the age of fifteen but not attained the age of nineteen,</content></clause><clause style="-uslm-dtd:clause" identifier="/us/sComp/91/378/tI/s104/b/1/A/ii" styleType="OLC" class="inline leftIndentDecrease1"><num style="-uslm-dtd:enum" value="ii">  (ii) </num><content style="-uslm-dtd:text">be permanent residents of the United States or its territories, possessions, or the Trust Territory of the Pacific Islands, 
</content></clause><clause style="-uslm-dtd:clause" identifier="/us/sComp/91/378/tI/s104/b/1/A/iii" styleType="OLC" class="inline leftIndentDecrease1"><num style="-uslm-dtd:enum" value="iii">(iii) </num><content style="-uslm-dtd:text">be employed without regard to the personnel laws, rules, and regulations applicable to full-time employees of the applicant,
</content></clause><clause style="-uslm-dtd:clause" identifier="/us/sComp/91/378/tI/s104/b/1/A/iv" styleType="OLC" class="inline leftIndentDecrease1"><num style="-uslm-dtd:enum" value="iv">(iv) </num><content style="-uslm-dtd:text"> be employed for a period of not more than ninety days in any calendar year, and</content></clause><clause style="-uslm-dtd:clause" identifier="/us/sComp/91/378/tI/s104/b/1/A/v" styleType="OLC" class="inline leftIndentDecrease1"><num style="-uslm-dtd:enum" value="v">(v) </num><content style="-uslm-dtd:text"> be employed without regard to their sex or social, economic, or racial classification; and</content></clause>
                    </subparagraph>
                    <subparagraph style="-uslm-dtd:subparagraph" identifier="/us/sComp/91/378/tI/s104/b/1/B" styleType="OLC" class="leftIndentDecrease1">
                        <num style="-uslm-dtd:enum" value="B">(B) </num><content style="-uslm-dtd:text">such other information as the Secretaries may jointly
by regulation prescribe.</content>
                    </subparagraph></paragraph>
                    <paragraph style="-uslm-dtd:paragraph" identifier="/us/sComp/91/378/tI/s104/b/2" styleType="OLC" class="leftIndentDecrease1">
                        <num style="-uslm-dtd:enum" value="2">(2) </num><chapeau style="-uslm-dtd:text">The Secretaries may approve applications which they determine </chapeau><subparagraph style="-uslm-dtd:subparagraph" identifier="/us/sComp/91/378/tI/s104/b/2/A" styleType="OLC" class="inline"><num style="-uslm-dtd:enum" value="A">(A) </num><content style="-uslm-dtd:text">to meet the requirements of paragraph (1), and</content></subparagraph><subparagraph style="-uslm-dtd:subparagraph" identifier="/us/sComp/91/378/tI/s104/b/2/B" styleType="OLC" class="inline leftIndentDecrease1"><num style="-uslm-dtd:enum" value="B"> (B) </num><content style="-uslm-dtd:text">are for projects which will further the development, preservation, or maintenance of non-Federal public lands or waters within the jurisdiction of the applicant.</content></subparagraph>
                    </paragraph>
                </subsection>
                <subsection style="-uslm-dtd:subsection" identifier="/us/sComp/91/378/tI/s104/c" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="c">(c)</num><paragraph style="-uslm-dtd:paragraph" identifier="/us/sComp/91/378/tI/s104/c/1" styleType="OLC" class="inline"><num style="-uslm-dtd:enum" value="1">(1) </num><content style="-uslm-dtd:text">The amount of any grant under this section shall be determined jointly by the Secretaries, except that no grant for any project may exceed 80 per centum of the cost (as determined by the Secretaries) of such project.</content></paragraph>
                    <paragraph style="-uslm-dtd:paragraph" identifier="/us/sComp/91/378/tI/s104/c/2" styleType="OLC" class="leftIndentDecrease1">
                        <num style="-uslm-dtd:enum" value="2">(2) </num><content style="-uslm-dtd:text">Payments under grants under this section may be made in advance or by way of reimbursement and at such intervals and on such conditions as the Secretaries find necessary.</content>
                    </paragraph>
                </subsection>
                <subsection style="-uslm-dtd:subsection" identifier="/us/sComp/91/378/tI/s104/d" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="d">(d) </num><content style="-uslm-dtd:text">Thirty per centum of the sums appropriated under section 106 for any fiscal year shall be made available for grants under this section for such fiscal year.</content>
                </subsection><editorialNote style="-uslm-dtd:legis-comment"><b>[</b>Section 105 was repealed by section 814(d)(1)(N) of division I of Public Law 104-333, enacted November 12, 1996 (110 Stat.4196).<b>]</b> </editorialNote>
            </section>
            <section style="-uslm-dtd:section" identifier="/us/sComp/91/378/tI/s106" styleType="traditional">
                <heading style="-uslm-dtd:header">AUTHORIZATION OF APPROPRIATIONS </heading>
                <num style="-uslm-dtd:enum" value="106">Sec. 106. </num><editorialNote style="-uslm-dtd:usc-reference" role="uscRef"><b>[</b><ref href="/us/usc/t16/s1706">16 U.S.C. 1706</ref><b>]</b> </editorialNote><content style="-uslm-dtd:text">There are authorized to be appropriated amounts not to exceed $60,000,000 for each fiscal year, which amounts shall be made available to the Secretary of the Interior and the Secretary of Agriculture to carry out the purposes of this title. Notwithstanding any other provision of law, funds appropriated for any fiscal year to carry out this title shall remain available for obligation and expenditure until the end of the fiscal year following the fiscal year for which appropriated.</content>
            </section>
        </title>
        <title style="-uslm-dtd:title" identifier="/us/sComp/91/378/tII" styleType="OLC">
            <num style="-uslm-dtd:enum" value="II">TITLE II—</num><heading style="-uslm-dtd:header" class="bold">PUBLIC LANDS CORPS </heading>
            <section style="-uslm-dtd:section" identifier="/us/sComp/91/378/tII/s201" styleType="OLC">
                <num style="-uslm-dtd:enum" value="201">SEC. 201. </num><editorialNote style="-uslm-dtd:usc-reference" role="uscRef"><b>[</b><ref href="/us/usc/t16/s1701">16 U.S.C. 1701 note</ref><b>]</b> </editorialNote><heading style="-uslm-dtd:header">SHORT TITLE. </heading>
                <content style="-uslm-dtd:text" class="block">This title may be cited as the “<shortTitle style="-uslm-dtd:quote">Public Lands Corps Act of 1993</shortTitle>”.</content>
            </section>
            <section style="-uslm-dtd:section" identifier="/us/sComp/91/378/tII/s202" styleType="OLC">
                <num style="-uslm-dtd:enum" value="202">SEC. 202. </num><editorialNote style="-uslm-dtd:usc-reference" role="uscRef"><b>[</b><ref href="/us/usc/t16/s1721">16 U.S.C. 1721</ref><b>]</b> </editorialNote><heading style="-uslm-dtd:header">CONGRESSIONAL FINDINGS AND PURPOSE. </heading>
                <subsection style="-uslm-dtd:subsection" identifier="/us/sComp/91/378/tII/s202/a" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="a">(a) </num><heading style="-uslm-dtd:header">Findings.—</heading><chapeau style="-uslm-dtd:text">The Congress finds the following:</chapeau>
                    <paragraph style="-uslm-dtd:paragraph" identifier="/us/sComp/91/378/tII/s202/a/1" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="1">(1) </num><content style="-uslm-dtd:text">Conserving or developing natural and cultural resources and enhancing and maintaining environmentally important lands and waters through the use of the Nation's young men and women in a Public Lands Corps can benefit those men and women by providing them with education and work opportunities, furthering their understanding and appreciation of the natural and cultural resources, and providing a means to pay for higher education or to repay indebtedness they have incurred to obtain higher education while at the same time benefiting the Nation's economy and its environment.</content>
                    </paragraph>
                    <paragraph style="-uslm-dtd:paragraph" identifier="/us/sComp/91/378/tII/s202/a/2" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="2">(2) </num><content style="-uslm-dtd:text">Many facilities and natural resources located on eligible service lands are in disrepair or degraded and in need of labor intensive rehabilitation, restoration, and enhancement work which cannot be carried out by Federal agencies at existing personnel levels.</content>
                    </paragraph>
                    <paragraph style="-uslm-dtd:paragraph" identifier="/us/sComp/91/378/tII/s202/a/3" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="3">(3) </num><content style="-uslm-dtd:text">Youth conservation corps have established a good record of restoring and maintaining these kinds of facilities and resources in a cost effective and efficient manner, especially when they have worked in partnership arrangements with government land management agencies.</content>
                    </paragraph>
                </subsection>
                <subsection style="-uslm-dtd:subsection" identifier="/us/sComp/91/378/tII/s202/b" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="b">(b) </num><heading style="-uslm-dtd:header">Purpose.—</heading><chapeau style="-uslm-dtd:text">It is the purpose of this title to—</chapeau>
                    <paragraph style="-uslm-dtd:paragraph" identifier="/us/sComp/91/378/tII/s202/b/1" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="1">(1) </num><content style="-uslm-dtd:text">perform, in a cost-effective manner, appropriate conservation projects on eligible service lands where such projects will not be performed by existing employees;</content>
                    </paragraph>
                    <paragraph style="-uslm-dtd:paragraph" identifier="/us/sComp/91/378/tII/s202/b/2" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="2">(2) </num><content style="-uslm-dtd:text">assist governments and Indian tribes in performing research and public education tasks associated with natural and cultural resources on eligible service lands;</content>
                    </paragraph>
                    <paragraph style="-uslm-dtd:paragraph" identifier="/us/sComp/91/378/tII/s202/b/3" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="3">(3) </num><content style="-uslm-dtd:text">expose young men and women to public service while furthering their understanding and appreciation of the Nation's natural and cultural resources;</content>
                    </paragraph>
                    <paragraph style="-uslm-dtd:paragraph" identifier="/us/sComp/91/378/tII/s202/b/4" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="4">(4) </num><content style="-uslm-dtd:text">expand educational opportunities by rewarding individuals who participate in national service with an increased ability to pursue higher education or job training; and</content>
                    </paragraph>
                    <paragraph style="-uslm-dtd:paragraph" identifier="/us/sComp/91/378/tII/s202/b/5" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="5">(5) </num><content style="-uslm-dtd:text">stimulate interest among the Nation's young men and women in conservation careers by exposing them to conservation professionals in land managing agencies.</content>
                    </paragraph>
                </subsection>
            </section>
            <section style="-uslm-dtd:section" identifier="/us/sComp/91/378/tII/s203" styleType="OLC" role="definitions">
                <num style="-uslm-dtd:enum" value="203">SEC. 203. </num><editorialNote style="-uslm-dtd:usc-reference" role="uscRef"><b>[</b><ref href="/us/usc/t16/s1722">16 U.S.C. 1722</ref><b>]</b> </editorialNote><heading style="-uslm-dtd:header">DEFINITIONS. </heading>
                <chapeau style="-uslm-dtd:text" class="block">For purposes of this title:</chapeau>
                <paragraph style="-uslm-dtd:paragraph" identifier="/us/sComp/91/378/tII/s203/1" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="1">(1) </num><heading style="-uslm-dtd:header">Appropriate conservation project.—</heading><content style="-uslm-dtd:text">The term “<term style="-uslm-dtd:quote">appropriate conservation project</term>” means any project for the conservation, restoration, construction or rehabilitation of natural, cultural, historic, archaeological, recreational, or scenic resources.</content>
                </paragraph>
                <paragraph style="-uslm-dtd:paragraph" identifier="/us/sComp/91/378/tII/s203/2" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="2">(2) </num><heading style="-uslm-dtd:header">Corps and public lands corps.—</heading><content style="-uslm-dtd:text">The terms “<term style="-uslm-dtd:quote">Corps</term>” and “<term style="-uslm-dtd:quote">Public Lands Corps</term>” mean the Public Lands Corps established by section 204(a)(1).</content>
                </paragraph>
                <paragraph style="-uslm-dtd:paragraph" identifier="/us/sComp/91/378/tII/s203/3" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="3">(3) </num><heading style="-uslm-dtd:header">Eligible service lands.—</heading><content style="-uslm-dtd:text">The term “<term style="-uslm-dtd:quote">eligible service lands</term>”means public lands, Indian lands, and Hawaiian home lands.</content>
                </paragraph>
                <paragraph style="-uslm-dtd:paragraph" identifier="/us/sComp/91/378/tII/s203/4" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="4">(4) </num><heading style="-uslm-dtd:header">Hawaiian home lands.—</heading><content style="-uslm-dtd:text">The term “<term style="-uslm-dtd:quote">Hawaiian home lands</term>” means all lands given the status of Hawaiian home lands under section 204 of the Hawaiian Homes Commission Act, 1920 (42 Stat. 1101, or under the corresponding provisjon of the Constitution of the State of Hawaii adopted under section 4 of the Act entitled “<term style="-uslm-dtd:quote">An Act to provide for the admission of the State of Hawaii into the Union</term>”, approved March 18, 1959 (Public Law 863; 73 Stat. 5).</content>
                </paragraph>
                <paragraph style="-uslm-dtd:paragraph" identifier="/us/sComp/91/378/tII/s203/5" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="5">(5) </num><heading style="-uslm-dtd:header">Indian.—</heading><chapeau style="-uslm-dtd:text">The term “<term style="-uslm-dtd:quote">Indian</term>” means a person who—</chapeau>
                    <subparagraph style="-uslm-dtd:subparagraph" identifier="/us/sComp/91/378/tII/s203/5/A" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="A">(A) </num><content style="-uslm-dtd:text">is a member of an Indian tribe; or</content>
                    </subparagraph>
                    <subparagraph style="-uslm-dtd:subparagraph" identifier="/us/sComp/91/378/tII/s203/5/B" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="B">(B) </num><content style="-uslm-dtd:text">is a “<term style="-uslm-dtd:quote">Native</term>”, as defined in section 3(b) of the Alaska Native Claims Settlement Act (43 U.S.C. 1602(b)).</content>
                    </subparagraph>
                </paragraph>
                <paragraph style="-uslm-dtd:paragraph" identifier="/us/sComp/91/378/tII/s203/6" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="6">(6) </num><heading style="-uslm-dtd:header">Indian lands.—</heading><chapeau style="-uslm-dtd:text">The term “<term style="-uslm-dtd:quote">Indian lands</term>” means—</chapeau>
                    <subparagraph style="-uslm-dtd:subparagraph" identifier="/us/sComp/91/378/tII/s203/6/A" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="A">(A) </num><content style="-uslm-dtd:text">any Indian reservation;</content>
                    </subparagraph>
                    <subparagraph style="-uslm-dtd:subparagraph" identifier="/us/sComp/91/378/tII/s203/6/B" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="B">(B) </num><content style="-uslm-dtd:text">any public domain Indian allotments;</content>
                    </subparagraph>
                    <subparagraph style="-uslm-dtd:subparagraph" identifier="/us/sComp/91/378/tII/s203/6/C" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="C">(C) </num><content style="-uslm-dtd:text">any former Indian reservation in the State of Oklahoma;</content>
                    </subparagraph>
                    <subparagraph style="-uslm-dtd:subparagraph" identifier="/us/sComp/91/378/tII/s203/6/D" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="D">(D) </num><content style="-uslm-dtd:text">any land held by incorporated Native regional corporations, and village corporations under the  Alaska Native Claims Settlement Act (43 U.S.C. 1701 et seq.); and</content>
                    </subparagraph>
                    <subparagraph style="-uslm-dtd:subparagraph" identifier="/us/sComp/91/378/tII/s203/6/E" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="E">(E) </num><content style="-uslm-dtd:text">any land held by dependent Indian communities within the borders of the United States whether within the original or subsequently acquired territory thereof, and whether within or without the limits of a State.</content>
                    </subparagraph>
                </paragraph>
                <paragraph style="-uslm-dtd:paragraph" identifier="/us/sComp/91/378/tII/s203/7" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="7">(7) </num><heading style="-uslm-dtd:header">Indian tribe.—</heading><content style="-uslm-dtd:text">The term “<term style="-uslm-dtd:quote">Indian tribe</term>” means an Indian tribe, band, nation, or other organized group or community, including any Native village, Regional Corporation, or Village Corporation, as defined m subsection (c), (g), or (j), respectively, of section 3 of the Alaska Native Claims Settlement Act (43 U.S.C. 1602 (c), (g), or (j)), that is recognized as eligible for the special programs and services provided by the United States under federal law to Indians because of their status as Indians.</content>
                </paragraph>
                <paragraph style="-uslm-dtd:paragraph" identifier="/us/sComp/91/378/tII/s203/8" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="8">(8) </num><heading style="-uslm-dtd:header">Institution of higher education.—</heading>
                    <subparagraph style="-uslm-dtd:subparagraph" identifier="/us/sComp/91/378/tII/s203/8/A" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="A">(A) </num><heading style="-uslm-dtd:header">In general.—</heading><content style="-uslm-dtd:text">The term “<term style="-uslm-dtd:term">institution of higher education</term>” has the meaning given the term in section 102 of the Higher Education Act of 1965 (20 U.S.C.
 1002).</content>
                    </subparagraph>
                    <subparagraph style="-uslm-dtd:subparagraph" identifier="/us/sComp/91/378/tII/s203/8/B" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="B">(B) </num><heading style="-uslm-dtd:header">Exclusion.—</heading><chapeau style="-uslm-dtd:text">The term “<term style="-uslm-dtd:term">institution of higher education</term>” does not include—</chapeau>
                        <clause style="-uslm-dtd:clause" identifier="/us/sComp/91/378/tII/s203/8/B/i" styleType="OLC">
                            <num style="-uslm-dtd:enum" value="i">(i) </num><content style="-uslm-dtd:text">an institution described in section 101(b) of the Higher Education Act of 1965 (20 U.S.C. 1001(b));
 or</content>
                        </clause>
                        <clause style="-uslm-dtd:clause" identifier="/us/sComp/91/378/tII/s203/8/B/ii" styleType="OLC">
                            <num style="-uslm-dtd:enum" value="ii">(ii) </num><content style="-uslm-dtd:text">an institution outside the United States, as described in section 102(a)(1)(C) of the Higher
 Education Act of 1965 (20 U.S.C. 1002(a)(1)(C)).</content>
                        </clause>
                    </subparagraph>
                </paragraph>
                <paragraph style="-uslm-dtd:paragraph" identifier="/us/sComp/91/378/tII/s203/9" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="9">(9) </num><heading style="-uslm-dtd:header">Priority project.—</heading><chapeau style="-uslm-dtd:text">The term “<term style="-uslm-dtd:quote">priority project</term>” means an appropriate conservation project conducted on eligible service lands to further 1 or more of the purposes of the Healthy Forests Restoration Act of 2003 (16 U.S.C. 6501 et seq.)and other conservation and restoration initiatives, as follows:</chapeau>
                    <subparagraph style="-uslm-dtd:subparagraph" identifier="/us/sComp/91/378/tII/s203/9/A" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="A">(A) </num><content style="-uslm-dtd:text">To reduce wildfire risk to a community, municipal water supply, or other at-risk Federal land.</content>
                    </subparagraph>
                    <subparagraph style="-uslm-dtd:subparagraph" identifier="/us/sComp/91/378/tII/s203/9/B" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="B">(B) </num><content style="-uslm-dtd:text">To protect a watershed or address a threat to forest and rangeland health, including catastrophic wildfire.</content>
                    </subparagraph>
                    <subparagraph style="-uslm-dtd:subparagraph" identifier="/us/sComp/91/378/tII/s203/9/C" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="C">(C) </num><content style="-uslm-dtd:text">To address the impact of insect or disease infestations or other damaging agents on forest and rangeland health.</content>
                    </subparagraph>
                    <subparagraph style="-uslm-dtd:subparagraph" identifier="/us/sComp/91/378/tII/s203/9/D" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="D">(D) </num><chapeau style="-uslm-dtd:text">To protect, restore, or enhance forest ecosystem components to—</chapeau>
                        <clause style="-uslm-dtd:clause" identifier="/us/sComp/91/378/tII/s203/9/D/i" styleType="OLC">
                            <num style="-uslm-dtd:enum" value="i">(i) </num><content style="-uslm-dtd:text">promote the recovery of threatened or endangered species;</content>
                        </clause>
                        <clause style="-uslm-dtd:clause" identifier="/us/sComp/91/378/tII/s203/9/D/ii" styleType="OLC">
                            <num style="-uslm-dtd:enum" value="ii">(ii) </num><content style="-uslm-dtd:text">improve biological diversity; or</content>
                        </clause>
                        <clause style="-uslm-dtd:clause" identifier="/us/sComp/91/378/tII/s203/9/D/iii" styleType="OLC">
                            <num style="-uslm-dtd:enum" value="iii">(iii) </num><content style="-uslm-dtd:text">enhance productivity and carbon sequestration.</content>
                        </clause>
                    </subparagraph>
                    <subparagraph style="-uslm-dtd:subparagraph" identifier="/us/sComp/91/378/tII/s203/9/E" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="E">(E) </num><chapeau style="-uslm-dtd:text">To protect, restore, or enhance marine, estuarine, riverine, and coastal habitat ecosystem components—</chapeau>
                        <clause style="-uslm-dtd:clause" identifier="/us/sComp/91/378/tII/s203/9/E/i" styleType="OLC">
                            <num style="-uslm-dtd:enum" value="i">(i) </num><content style="-uslm-dtd:text">to promote the recovery of threatened species, endangered species, and managed fisheries;</content>
                        </clause>
                        <clause style="-uslm-dtd:clause" identifier="/us/sComp/91/378/tII/s203/9/E/ii" styleType="OLC">
                            <num style="-uslm-dtd:enum" value="ii">(ii) </num><content style="-uslm-dtd:text">to restore fisheries, protected resources, and habitats impacted by oil and chemical spills and natural disasters; or</content>
                        </clause>
                        <clause style="-uslm-dtd:clause" identifier="/us/sComp/91/378/tII/s203/9/E/iii" styleType="OLC">
                            <num style="-uslm-dtd:enum" value="iii">(iii) </num><content style="-uslm-dtd:text">to enhance the resilience of coastal ecosystems, communities, and economies through habitat conservation.</content>
                        </clause>
                    </subparagraph>
                </paragraph>
                <paragraph style="-uslm-dtd:paragraph" identifier="/us/sComp/91/378/tII/s203/10" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="10">(10) </num><heading style="-uslm-dtd:header">Public lands.—</heading><content style="-uslm-dtd:text">The term “<term style="-uslm-dtd:quote">public lands</term>” means any lands or waters (or interest therein) owned or administered by the United States, except that such term does not include any Indian lands.</content>
                </paragraph>
                <paragraph style="-uslm-dtd:paragraph" identifier="/us/sComp/91/378/tII/s203/11" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="11">(11) </num><heading style="-uslm-dtd:header">Qualified youth or conservation corps.—</heading><chapeau style="-uslm-dtd:text">The term “<term style="-uslm-dtd:quote">qualified outh or conservation corps</term>” means any program established by a State or local government, by the governing body of any Indian tribe, or by a nonprofit organization that—</chapeau>
                    <subparagraph style="-uslm-dtd:subparagraph" identifier="/us/sComp/91/378/tII/s203/11/A" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="A">(A) </num><content style="-uslm-dtd:text">is capable of offering meaningful, full-time, productive work for individuals between the ages of 16 and 30, inclusive, or veterans age 35 or younger in a natural or cultural resource setting;</content>
                    </subparagraph>
                    <subparagraph style="-uslm-dtd:subparagraph" identifier="/us/sComp/91/378/tII/s203/11/B" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="B">(B) </num><content style="-uslm-dtd:text">gives participants a mix of work experience, basic and life skills, education, training, and support services; and</content>
                    </subparagraph>
                    <subparagraph style="-uslm-dtd:subparagraph" identifier="/us/sComp/91/378/tII/s203/11/C" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="C">(C) </num><content style="-uslm-dtd:text">provides participants with the opportunity to develop citizenship values and skills through service to their community and the United States.</content>
                    </subparagraph>
                </paragraph>
                <paragraph style="-uslm-dtd:paragraph" identifier="/us/sComp/91/378/tII/s203/12" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="12">(12) </num><heading style="-uslm-dtd:header">Resource assistant.—</heading><content style="-uslm-dtd:text">The term “<term style="-uslm-dtd:quote">resource assistant</term>” means a resource assistant selected under section 206.</content>
                </paragraph>
                <paragraph style="-uslm-dtd:paragraph" identifier="/us/sComp/91/378/tII/s203/13" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="13">(13) </num><heading style="-uslm-dtd:header">Secretary.—</heading><chapeau style="-uslm-dtd:text">The term “<term style="-uslm-dtd:quote">Secretary</term>” means—</chapeau>
                    <subparagraph style="-uslm-dtd:subparagraph" identifier="/us/sComp/91/378/tII/s203/13/A" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="A">(A) </num><content style="-uslm-dtd:text">with respect to National Forest System land, the Secretary of Agriculture; </content>
                    </subparagraph>
                    <subparagraph style="-uslm-dtd:subparagraph" identifier="/us/sComp/91/378/tII/s203/13/B" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="B">(B) </num><content style="-uslm-dtd:text">with respect to Indian lands, Hawaiian home lands, or land administered by the Department of the Interior, the Secretary of the Interior; and</content>
                    </subparagraph>
                    <subparagraph style="-uslm-dtd:subparagraph" identifier="/us/sComp/91/378/tII/s203/13/C" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="C">(C) </num><content style="-uslm-dtd:text">with respect to the National Marine Sanctuary System, coral reefs, and other coastal, estuarine, and marine habitats, and other land and facilities administered by the National Oceanic and Atmospheric Administration, the Secretary of Commerce.</content>
                    </subparagraph>
                </paragraph>
                <paragraph style="-uslm-dtd:paragraph" identifier="/us/sComp/91/378/tII/s203/14" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="14">(14) </num><heading style="-uslm-dtd:header">State.—</heading><content style="-uslm-dtd:text">The term “<term style="-uslm-dtd:quote">State</term>” means any State of the United States, the Distnct of Columbia, the Commonwealth of Puerto Rico, Guam, the Virgin Islands of the United States, American Samoa, and the Commonwealth of the Northern Mariana Islands.</content>
                </paragraph>
                <paragraph style="-uslm-dtd:paragraph" identifier="/us/sComp/91/378/tII/s203/15" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="15">(15) </num><heading style="-uslm-dtd:header">Veteran.—</heading><content style="-uslm-dtd:text">The term “<term style="-uslm-dtd:term">veteran</term>” has the meaning given the term in section 101 of title 38, United States Code.</content>
                </paragraph>
            </section>
            <section style="-uslm-dtd:section" identifier="/us/sComp/91/378/tII/s204" styleType="OLC">
                <num style="-uslm-dtd:enum" value="204">SEC. 204. </num><editorialNote style="-uslm-dtd:usc-reference" role="uscRef"><b>[</b><ref href="/us/usc/t16/s1723">16 U.S.C. 1723</ref><b>]</b> </editorialNote><heading style="-uslm-dtd:header">PUBLIC LANDS CORPS PROGRAM. </heading>
                <subsection style="-uslm-dtd:subsection" identifier="/us/sComp/91/378/tII/s204/a" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="a">(a) </num><heading style="-uslm-dtd:header">Establishment of Public Lands Corps.—</heading>
                    <paragraph style="-uslm-dtd:paragraph" identifier="/us/sComp/91/378/tII/s204/a/1" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="1">(1) </num><heading style="-uslm-dtd:header">In general.—</heading><content style="-uslm-dtd:text">There is established in the Department of the Interior, the Department of Agriculture, and the
 Department of Commerce a corps, to be known as the “<quotedText style="-uslm-dtd:quote">Public Lands Corps</quotedText>”.</content>
                    </paragraph>
                    <paragraph style="-uslm-dtd:paragraph" identifier="/us/sComp/91/378/tII/s204/a/2" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="2">(2) </num><heading style="-uslm-dtd:header">No effect on other agencies.—</heading><content style="-uslm-dtd:text">Nothing in this subsection precludes the establishment of a public lands corps by the head of a
 Federal department or agency other than a department described in
 paragraph (1), in accordance with <ref style="-uslm-dtd:footnote-ref" idref="ID4E29ABF553024019A9954AD686A7CB09" class="footnoteRef">1</ref>this Act.</content><footnote id="ID4E29ABF553024019A9954AD686A7CB09" style="-uslm-dtd:footnote"><sup style="-uslm-dtd:superscript">1</sup><p style="-uslm-dtd:para; margin-left:1em">So in law.  The reference to “<quotedText style="-uslm-dtd:quote">this Act</quotedText>” should probably a reference to “<quotedText style="-uslm-dtd:quote">this title</quotedText>”.</p></footnote>
                    </paragraph>
                </subsection>
                <subsection style="-uslm-dtd:subsection" identifier="/us/sComp/91/378/tII/s204/b" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="b">(b) </num><heading style="-uslm-dtd:header">Participants.—</heading><content style="-uslm-dtd:text">The Corps shall consist of individuals between the ages of 16 and 30, inclusive, and veterans age 35 or younger who are enrolled as participants in the Corps by the Secretary. To be eligible for enrollment in the Corps, an individual shall satisfy the criteria specified in paragraphs (1), (2), (4), and (5) of section 137(a) of the National and Community Service Act of 1990 (42 U.S.C. 12591(a)). The Secretary may enroll such individuals in the Corps without regard to the civil service and classification laws, rules, or regulations of the United States. The Secretary may establish a preference for the enrollment in the Corps of individuals who are economically, physically, or educationally disadvantaged.</content>
                </subsection>
                <subsection style="-uslm-dtd:subsection" identifier="/us/sComp/91/378/tII/s204/c" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="c">(c) </num><heading style="-uslm-dtd:header">Qualified Youth or Conservation Corps.—</heading>
                    <paragraph style="-uslm-dtd:paragraph" identifier="/us/sComp/91/378/tII/s204/c/1" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="1">(1) </num><heading style="-uslm-dtd:header">In general.—</heading><content style="-uslm-dtd:text">The Secretary is authorized to enter into contracts and cooperative agreements with any qualified youth or conservation corps to perform appropriate conservation projects referred to in subsection (d).</content>
                    </paragraph>
                    <paragraph style="-uslm-dtd:paragraph" identifier="/us/sComp/91/378/tII/s204/c/2" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="2">(2) </num><heading style="-uslm-dtd:header">Preference.—</heading>
                        <subparagraph style="-uslm-dtd:subparagraph" identifier="/us/sComp/91/378/tII/s204/c/2/A" styleType="OLC">
                            <num style="-uslm-dtd:enum" value="A">(A) </num><heading style="-uslm-dtd:header">In general.—</heading><content style="-uslm-dtd:text">For purposes of entering into contracts and cooperative agreements under paragraph (1), the Secretary may give preference to qualified youth or conservation corps located in a specific area that have a substantial portion of members who are economically, physically, or educationally disadvantaged to carry out projects within the area.</content>
                        </subparagraph>
                        <subparagraph style="-uslm-dtd:subparagraph" identifier="/us/sComp/91/378/tII/s204/c/2/B" styleType="OLC">
                            <num style="-uslm-dtd:enum" value="B">(B) </num><heading style="-uslm-dtd:header">Priority projects.—</heading><content style="-uslm-dtd:text">In carrying out priority projects in a specific area, the Secretary shall, to the maximum extent practicable, give preference to qualified youth or conservation corps located in that specific area that have a substantial portion of members who are economically, physically, or educationally disadvantaged.</content>
                        </subparagraph>
                    </paragraph>
                </subsection>
                <subsection style="-uslm-dtd:subsection" identifier="/us/sComp/91/378/tII/s204/d" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="d">(d) </num><heading style="-uslm-dtd:header">Projects To Be Carried Out.—</heading>
                    <paragraph style="-uslm-dtd:paragraph" identifier="/us/sComp/91/378/tII/s204/d/1" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="1">(1) </num><heading style="-uslm-dtd:header">In general.—</heading><content style="-uslm-dtd:text">The Secretary may utilize the Corps or any qualified youth or conservation corps to carry out appropriate conservation projects which the Secretary is authorized to carry out under other authority of law on public lands.</content>
                    </paragraph>
                    <paragraph style="-uslm-dtd:paragraph" identifier="/us/sComp/91/378/tII/s204/d/2" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="2">(2) </num><heading style="-uslm-dtd:header">Projects on indian lands.—</heading><content style="-uslm-dtd:text">Appropriate conservation projects may also be carried out under this title on Indian lands with the approval of the Indian tribe involved and on Hawaiian home lands with the approval of the Department of Hawaiian Home Lands of the State of Hawaii.</content>
                    </paragraph>
                    <paragraph style="-uslm-dtd:paragraph" identifier="/us/sComp/91/378/tII/s204/d/3" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="3">(3) </num><heading style="-uslm-dtd:header">Disaster prevention or relief projects.—</heading><content style="-uslm-dtd:text">The Secretary may authorize appropriate conservation projects and other appropriate projects to be carried out on Federal, State, local, or private land as part of a Federal disaster prevention or relief effort.</content>
                    </paragraph>
                </subsection>
                <subsection style="-uslm-dtd:subsection" identifier="/us/sComp/91/378/tII/s204/e" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="e">(e) </num><heading style="-uslm-dtd:header">Preference for Certain Projects.—</heading><chapeau style="-uslm-dtd:text">In selecting appropriate conservation projects to be carried out under this title, the Secretary shall give preference to those projects which—</chapeau>
                    <paragraph style="-uslm-dtd:paragraph" identifier="/us/sComp/91/378/tII/s204/e/1" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="1">(1) </num><content style="-uslm-dtd:text">will provide long-term benefits to the public;</content>
                    </paragraph>
                    <paragraph style="-uslm-dtd:paragraph" identifier="/us/sComp/91/378/tII/s204/e/2" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="2">(2) </num><content style="-uslm-dtd:text">will instill in the enrollee involved a work ethic and a sense of public service;</content>
                    </paragraph>
                    <paragraph style="-uslm-dtd:paragraph" identifier="/us/sComp/91/378/tII/s204/e/3" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="3">(3) </num><content style="-uslm-dtd:text">will be labor intensive;</content>
                    </paragraph>
                    <paragraph style="-uslm-dtd:paragraph" identifier="/us/sComp/91/378/tII/s204/e/4" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="4">(4) </num><content style="-uslm-dtd:text">can be planned and initiated promptly; and</content>
                    </paragraph>
                    <paragraph style="-uslm-dtd:paragraph" identifier="/us/sComp/91/378/tII/s204/e/5" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="5">(5) </num><content style="-uslm-dtd:text">will provide academic, experiential, or environmental education opportunities.</content>
                    </paragraph>
                </subsection>
                <subsection style="-uslm-dtd:subsection" identifier="/us/sComp/91/378/tII/s204/f" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="f">(f) </num><heading style="-uslm-dtd:header">Consistency.—</heading><content style="-uslm-dtd:text">Each appropriate conservation project carried out under this title on eligible service lands shall be consistent with the provisions of law and policies relating to the management and administration of such lands, with all other applicable provisions of law, and with all management, operational, and other plans and documents which govern the administration of the area.</content>
                </subsection>
                <subsection style="-uslm-dtd:subsection" identifier="/us/sComp/91/378/tII/s204/g" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="g">(g) </num><heading style="-uslm-dtd:header">Effect.—</heading><content style="-uslm-dtd:text">Nothing in this section authorizes the use of the Public Lands Corps for projects on or impacting
 real property owned by, operated by, or within the custody, control, or
 administrative jurisdiction of the Administrator of General Services
 without the express permission of the Administrator of General Services.</content>
                </subsection>
            </section>
            <section style="-uslm-dtd:section" identifier="/us/sComp/91/378/tII/s205" styleType="OLC">
                <num style="-uslm-dtd:enum" value="205">SEC. 205. </num><editorialNote style="-uslm-dtd:usc-reference" role="uscRef"><b>[</b><ref href="/us/usc/t16/s1724">16 U.S.C. 1724</ref><b>]</b> </editorialNote><heading style="-uslm-dtd:header">CONSERVATION CENTERS AND PROGRAM SUPPORT. </heading>
                <subsection style="-uslm-dtd:subsection" identifier="/us/sComp/91/378/tII/s205/a" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="a">(a) </num><heading style="-uslm-dtd:header">Establishment and Use.—</heading>
                    <paragraph style="-uslm-dtd:paragraph" identifier="/us/sComp/91/378/tII/s205/a/1" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="1">(1) </num><heading style="-uslm-dtd:header">In general.—</heading><chapeau style="-uslm-dtd:text">The Secretary may establish and use conservation centers owned and operated by the Secretary for—</chapeau>
                        <subparagraph style="-uslm-dtd:subparagraph" identifier="/us/sComp/91/378/tII/s205/a/1/A" styleType="OLC">
                            <num style="-uslm-dtd:enum" value="A">(A) </num><content style="-uslm-dtd:text">use by the Public Lands Corps; and</content>
                        </subparagraph>
                        <subparagraph style="-uslm-dtd:subparagraph" identifier="/us/sComp/91/378/tII/s205/a/1/B" styleType="OLC">
                            <num style="-uslm-dtd:enum" value="B">(B) </num><content style="-uslm-dtd:text">the conduct of appropriate conservation projects under this title.</content>
                        </subparagraph>
                    </paragraph>
                    <paragraph style="-uslm-dtd:paragraph" identifier="/us/sComp/91/378/tII/s205/a/2" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="2">(2) </num><heading style="-uslm-dtd:header">Assistance for conservation centers.—</heading><content style="-uslm-dtd:text">The Secretary may provide to a conservation center established under paragraph (1) any services, facilities, equipment, and supplies that the Secretary determines to be necessary for the conservation center.</content>
                    </paragraph>
                    <paragraph style="-uslm-dtd:paragraph" identifier="/us/sComp/91/378/tII/s205/a/3" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="3">(3) </num><heading style="-uslm-dtd:header">Standards for conservation centers.—</heading><chapeau style="-uslm-dtd:text">The Secretary shall—</chapeau>
                        <subparagraph style="-uslm-dtd:subparagraph" identifier="/us/sComp/91/378/tII/s205/a/3/A" styleType="OLC">
                            <num style="-uslm-dtd:enum" value="A">(A) </num><content style="-uslm-dtd:text">establish basic standards of health, nutrition, sanitation, and safety for all conservation centers established under paragraph (1); and</content>
                        </subparagraph>
                        <subparagraph style="-uslm-dtd:subparagraph" identifier="/us/sComp/91/378/tII/s205/a/3/B" styleType="OLC">
                            <num style="-uslm-dtd:enum" value="B">(B) </num><content style="-uslm-dtd:text">ensure that the standards established under subparagraph (A) are enforced.</content>
                        </subparagraph>
                    </paragraph>
                    <paragraph style="-uslm-dtd:paragraph" identifier="/us/sComp/91/378/tII/s205/a/4" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="4">(4) </num><heading style="-uslm-dtd:header">Management.—</heading><content style="-uslm-dtd:text">As the Secretary determines to be appropriate, the Secretary may enter into a contract or other appropriate arrangement with a State or local government agency or private organization to provide for the management of a conservation center.</content>
                    </paragraph>
                </subsection>
                <subsection style="-uslm-dtd:subsection" identifier="/us/sComp/91/378/tII/s205/b" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="b">(b) </num><heading style="-uslm-dtd:header">Logistical Support.—</heading><content style="-uslm-dtd:text">The Secretary may make arrangements with the Secretary of Defense to have logistical support provided by the Armed Forces to the Corps and any conservation center established under this section, where feasible. Logistical support may include the provision of temporary tent shelters where needed, transportation, and residential supervision.</content>
                </subsection>
                <subsection style="-uslm-dtd:subsection" identifier="/us/sComp/91/378/tII/s205/c" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="c">(c) </num><heading style="-uslm-dtd:header">Use of Military Installations.—</heading><content style="-uslm-dtd:text">The Secretary may make arrangements with the Secretary of Defense to identify military installations and other facilities of the Department of Defense and, in consultation with the adjutant generals of the State National Guards, National Guard facilities that may be used, in whole or in part, by the Corps for training or housing Corps participants.</content>
                </subsection>
                <subsection style="-uslm-dtd:subsection" identifier="/us/sComp/91/378/tII/s205/d" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="d">(d) </num><heading style="-uslm-dtd:header">Assistance.—</heading><content style="-uslm-dtd:text">The Secretary may provide any services, facilities, equipment, supplies, technical assistance, oversight, monitoring, or evaluations that are appropriate to carry out this title.</content>
                </subsection>
                <subsection style="-uslm-dtd:subsection" identifier="/us/sComp/91/378/tII/s205/e" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="e">(e) </num><heading style="-uslm-dtd:header">Transportation.—</heading><content style="-uslm-dtd:text">The Secretary may provide to Corps participants who reside in their own homes transportation to and
 from appropriate conservation project sites.</content>
                </subsection>
            </section>
            <section style="-uslm-dtd:section" identifier="/us/sComp/91/378/tII/s206" styleType="OLC">
                <num style="-uslm-dtd:enum" value="206">SEC. 206. </num><editorialNote style="-uslm-dtd:usc-reference" role="uscRef"><b>[</b><ref href="/us/usc/t16/s1725">16 U.S.C. 1725</ref><b>]</b> </editorialNote><heading style="-uslm-dtd:header">RESOURCE ASSISTANTS. </heading>
                <subsection style="-uslm-dtd:subsection" identifier="/us/sComp/91/378/tII/s206/a" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="a">(a) </num><heading style="-uslm-dtd:header">Authorization.—</heading><content style="-uslm-dtd:text">The Secretary may provide individual placements of resource assistants to carry out research or resource protection activities on behalf of the Secretary. To be eligible for selection as a resource assistant, an individual must be at least 17 years of age. The Secretary may select resource assistants without regard to the civil service and classification laws, rules, or regulations of the United States. The Secretary shall give a preference to the selection of individuals who are enrolled in an institution of higher education or are recent graduates from an institution of higher education, with particular attention given to ensure full representation of women and participants from historically black, Hispanic, and Native American schools.</content>
                </subsection>
                <subsection style="-uslm-dtd:subsection" identifier="/us/sComp/91/378/tII/s206/b" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="b">(b) </num><heading style="-uslm-dtd:header">Use of Existing Nonprofit Organizations.—</heading><content style="-uslm-dtd:text">Whenever one or more existing nonprofit organizations can provide, in the judgment of the the<ref style="-uslm-dtd:footnote-ref" idref="ID457AA1BC691D46B180B856AD6E60C4E5" class="footnoteRef">1</ref> Secretary, appropriate recruitment and placement services to fulfill the requirements of this section, the Secretary may implement this section through such existing organizations. Participating nonprofit organizations shall contribute to the expenses of providing and supporting the resource assistants, through private sources of funding, at a level equal to 25 percent of the total costs of each participant in the Resource Assistant program who has been recruited and placed through that organization. Any such participating nonprofit conservation service organization shall be required, by the respective land managing agency, to submit an annual report evaluating the scope, size, and quality of the program, including the value of work contributed by the Resource Assistants, to the mission of the agency.</content><footnote id="ID457AA1BC691D46B180B856AD6E60C4E5" style="-uslm-dtd:footnote"><sup style="-uslm-dtd:superscript">1</sup><p style="-uslm-dtd:para; margin-left:1em">So in law.                 </subsection>
            </section>
            <section style="-uslm-dtd:section" identifier="/us/sComp/91/378/tII/s207" styleType="OLC">
                <num style="-uslm-dtd:enum" value="207">SEC. 207. </num><editorialNote style="-uslm-dtd:usc-reference" role="uscRef"><b>[</b><ref href="/us/usc/t16/s1726">16 U.S.C. 1726</ref><b>]</b> </editorialNote><heading style="-uslm-dtd:header">COMPENSATION AND TERMS OF SERVICE. </heading>
                <subsection style="-uslm-dtd:subsection" identifier="/us/sComp/91/378/tII/s207/a" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="a">(a) </num><heading style="-uslm-dtd:header">Living Allowances.—</heading><content style="-uslm-dtd:text">The Secretary shall provide each participant in the Public Lands Corps and each resource assistant with a living allowance in an amount established by the Secretary.</content>
                </subsection>
                <subsection style="-uslm-dtd:subsection" identifier="/us/sComp/91/378/tII/s207/b" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="b">(b) </num><heading style="-uslm-dtd:header">Educational Credit.—</heading><content style="-uslm-dtd:text">The Secretary may provide a Corps participant with an educational credit that may be applied toward
 a program of postsecondary education at an institution of higher education
 that agrees to award the credit for participation in the Corps.</content>
                </subsection>
                <subsection style="-uslm-dtd:subsection" identifier="/us/sComp/91/378/tII/s207/c" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="c">(c) </num><heading style="-uslm-dtd:header">Terms of Service.—</heading>
                    <paragraph style="-uslm-dtd:paragraph" identifier="/us/sComp/91/378/tII/s207/c/1" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="1">(1) </num><heading style="-uslm-dtd:header">In general.—</heading><content style="-uslm-dtd:text">Each participant in the Corps and each resource assistant shall agree to participate in the Corps or serve as a resource assistant, as the case may be, for such term of service as may be established by the Secretary enrolling or selecting the individual.</content>
                    </paragraph>
                    <paragraph style="-uslm-dtd:paragraph" identifier="/us/sComp/91/378/tII/s207/c/2" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="2">(2) </num><heading style="-uslm-dtd:header">Indian youth service corps.—
 </heading><content style="-uslm-dtd:text">With respect to the Indian Youth Service Corps established under section 210, the Secretary shall
 establish the term of service of participants in consultation with the
 affected Indian tribe.
 in the Corps and each resource assistant shall agree to participate in the Corps or serve as a resource assistant, as the case may be, for such term of service as may be established by the Secretary enrolling or selecting the individual.</content>
                    </paragraph>
                </subsection>
                <subsection style="-uslm-dtd:subsection" identifier="/us/sComp/91/378/tII/s207/d" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="d">(d) </num><heading style="-uslm-dtd:header">Hiring.—</heading>
                    <paragraph style="-uslm-dtd:paragraph" identifier="/us/sComp/91/378/tII/s207/d/1" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="1">(1) </num><heading style="-uslm-dtd:header">In general.—</heading><chapeau style="-uslm-dtd:text">The Secretary may—</chapeau>
                        <subparagraph style="-uslm-dtd:subparagraph" identifier="/us/sComp/91/378/tII/s207/d/1/A" styleType="OLC">
                            <num style="-uslm-dtd:enum" value="A">(A) </num><content style="-uslm-dtd:text">grant to a member of the Public Lands Corps credit for time served with the Public Lands Corps, which may be used toward future Federal hiring; and</content>
                        </subparagraph>
                        <subparagraph style="-uslm-dtd:subparagraph" identifier="/us/sComp/91/378/tII/s207/d/1/B" styleType="OLC">
                            <num style="-uslm-dtd:enum" value="B">(B) </num><content style="-uslm-dtd:text">provide to a former member of the Public Lands Corps noncompetitive hiring status for a period of not more than 2 years after the date on which the member's service with the Public Lands Corps is complete.</content>
                        </subparagraph>
                    </paragraph>
                    <paragraph style="-uslm-dtd:paragraph" identifier="/us/sComp/91/378/tII/s207/d/2" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="2">(2) </num><heading style="-uslm-dtd:header">Time-limited appointment.—</heading><content style="-uslm-dtd:text">For purposes of section 9602 of title 5, United States Code, a former member of the Corps hired by
 the Secretary under paragraph (1)(B) for a time-limited appointment shall
 be considered to be appointed initially under open, competitive
 examination.</content>
                    </paragraph>
                </subsection>
                <subsection style="-uslm-dtd:subsection" identifier="/us/sComp/91/378/tII/s207/e" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="e">(e) </num><heading style="-uslm-dtd:header">Applicability to Qualified Youth or Conservation Corps.—</heading><content style="-uslm-dtd:text">The hiring and compensation standards described in this section shall apply to any individual
 participating in an appropriate conservation project through a qualified
 youth or conservation corps, including an individual placed through a
 contract or cooperative agreement, as approved by the Secretary.</content>
                </subsection>
            </section>
            <section style="-uslm-dtd:section" identifier="/us/sComp/91/378/tII/s208" styleType="OLC">
                <num style="-uslm-dtd:enum" value="208">SEC. 208. </num><editorialNote style="-uslm-dtd:usc-reference" role="uscRef"><b>[</b><ref href="/us/usc/t16/s1727">16 U.S.C. 1727</ref><b>]</b> </editorialNote><heading style="-uslm-dtd:header">NATIONAL SERVICE EDUCATIONAL AWARDS. </heading>
                <subsection style="-uslm-dtd:subsection" identifier="/us/sComp/91/378/tII/s208/a" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="a">(a) </num><heading style="-uslm-dtd:header">Educational Benefits and Awards.—</heading><content style="-uslm-dtd:text">If a participant in the Public Lands Corps or a resource assistant also serves in an approved national service position designated under subtitle C of title I of the National and Community Service Act of 1990, the participant or resource assistant shall be eligible for a national service educational award in the manner prescribed in subtitle D of such title upon successfully complying with the requirements for the award. The period during which the national service educational award may be used, the purposes for which the award may be used, and the amount of the award shall be determined as provided under such subtitle.</content>
                </subsection>
                <subsection style="-uslm-dtd:subsection" identifier="/us/sComp/91/378/tII/s208/b" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="b">(b) </num><heading style="-uslm-dtd:header">Forbearance in the Collection of Stafford Loans.—</heading><content style="-uslm-dtd:text">For purposes of section 428 of the Higher Education Act of 1965, in the case of borrowers who are either participants in the Corps or resource assistants, upon written request, a lender shall grant a borrower forbearance on such terms as are otherwise consistent with the regulations of the Secretary of Education, during periods in which the borrower is serving as such a participant or a resource assistant.</content>
                </subsection>
            </section>
            <section style="-uslm-dtd:section" identifier="/us/sComp/91/378/tII/s209" styleType="OLC">
                <num style="-uslm-dtd:enum" value="209">SEC. 209. </num><editorialNote style="-uslm-dtd:usc-reference" role="uscRef"><b>[</b><ref href="/us/usc/t16/s1727a">16 U.S.C. 1727a</ref><b>]</b> </editorialNote><heading style="-uslm-dtd:header">REPORTING AND DATA COLLECTION. </heading>
                <subsection style="-uslm-dtd:subsection" identifier="/us/sComp/91/378/tII/s209/a" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="a">(a) </num><heading style="-uslm-dtd:header">Report.—</heading><chapeau style="-uslm-dtd:text">Not later than 2 years after the date of enactment of the <inline style="-uslm-dtd:short-title">John D. Dingell, Jr. Conservation, Management, and Recreation Act</inline>, and annually thereafter, the Chief Executive Officer of the Corporation for National and
 Community Service, in coordination with the Secretaries, shall submit to
 Congress a report that includes data on the Corps, including—</chapeau>
                    <paragraph style="-uslm-dtd:paragraph" identifier="/us/sComp/91/378/tII/s209/a/1" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="1">(1) </num><content style="-uslm-dtd:text">the number of participants enrolled in the Corps and the length of the term of service for each
 participant;</content>
                    </paragraph>
                    <paragraph style="-uslm-dtd:paragraph" identifier="/us/sComp/91/378/tII/s209/a/2" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="2">(2) </num><content style="-uslm-dtd:text">the projects carried out by Corps participants, categorized by type of project and Federal agency;</content>
                    </paragraph>
                    <paragraph style="-uslm-dtd:paragraph" identifier="/us/sComp/91/378/tII/s209/a/3" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="3">(3) </num><content style="-uslm-dtd:text">the total amount and sources of funding provided for the service of participants;</content>
                    </paragraph>
                    <paragraph style="-uslm-dtd:paragraph" identifier="/us/sComp/91/378/tII/s209/a/4" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="4">(4) </num><content style="-uslm-dtd:text">the type of service performed by participants and the impact and accomplishments of the service;
 and</content>
                    </paragraph>
                    <paragraph style="-uslm-dtd:paragraph" identifier="/us/sComp/91/378/tII/s209/a/5" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="5">(5) </num><content style="-uslm-dtd:text">any other similar data determined to be appropriate by the Chief Executive Officer of the
 Corporation for National and Community Service or the Secretaries.</content>
                    </paragraph>
                </subsection>
                <subsection style="-uslm-dtd:subsection" identifier="/us/sComp/91/378/tII/s209/b" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="b">(b) </num><heading style="-uslm-dtd:header">Data.—</heading><content style="-uslm-dtd:text">Not later than 1 year after the date of enactment of the <inline style="-uslm-dtd:short-title">John D. Dingell, Jr. Conservation, Management, and Recreation Act</inline>, and annually thereafter, the Secretaries shall submit to the Chief Executive Officer of the
 Corporation for National and Community Service the data described in
 subsection (a).</content>
                </subsection>
                <subsection style="-uslm-dtd:subsection" identifier="/us/sComp/91/378/tII/s209/c" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="c">(c) </num><heading style="-uslm-dtd:header">Data Collection.—</heading><content style="-uslm-dtd:text">The Chief Executive Officer of the Corporation for National and Community Service may coordinate
 with qualified youth or conservation corps to improve the collection of
 the required data described in subsection (a).</content>
                </subsection>
                <subsection style="-uslm-dtd:subsection" identifier="/us/sComp/91/378/tII/s209/d" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="d">(d) </num><heading style="-uslm-dtd:header">Coordination.—</heading>
                    <paragraph style="-uslm-dtd:paragraph" identifier="/us/sComp/91/378/tII/s209/d/1" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="1">(1) </num><heading style="-uslm-dtd:header">In general.—</heading><chapeau style="-uslm-dtd:text">The Secretaries shall, to the maximum extent practicable, coordinate with each other to carry out
 activities authorized under <ref style="-uslm-dtd:footnote-ref" idref="ID8B8ACF7761A8406EA3A608C5B388C078" class="footnoteRef">1</ref>this Act, including—</chapeau><footnote id="ID8B8ACF7761A8406EA3A608C5B388C078" style="-uslm-dtd:footnote"><sup style="-uslm-dtd:superscript">1</sup><p style="-uslm-dtd:para; margin-left:1em">So in law.  The reference to “<quotedText style="-uslm-dtd:quote">this Act</quotedText>” should probably be a reference to “<quotedText style="-uslm-dtd:quote">this title</quotedText>”</p></footnote>
                        <subparagraph style="-uslm-dtd:subparagraph" identifier="/us/sComp/91/378/tII/s209/d/1/A" styleType="OLC">
                            <num style="-uslm-dtd:enum" value="A">(A) </num><content style="-uslm-dtd:text">the data collection and reporting requirements of this section; and</content>
                        </subparagraph>
                        <subparagraph style="-uslm-dtd:subparagraph" identifier="/us/sComp/91/378/tII/s209/d/1/B" styleType="OLC">
                            <num style="-uslm-dtd:enum" value="B">(B) </num><content style="-uslm-dtd:text">implementing and issuing guidance on eligibility for noncompetitive hiring status under section
 207(d).</content>
                        </subparagraph>
                    </paragraph>
                    <paragraph style="-uslm-dtd:paragraph" identifier="/us/sComp/91/378/tII/s209/d/2" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="2">(2) </num><heading style="-uslm-dtd:header">Designation of coordinators.—</heading><content style="-uslm-dtd:text">The Secretary shall designate a coordinator to coordinate and serve as the primary point of contact
 for any activity of the Corps carried out by the Secretary.</content>
                    </paragraph>
                </subsection>
            </section>
            <section style="-uslm-dtd:section" identifier="/us/sComp/91/378/tII/s210" styleType="OLC">
                <num style="-uslm-dtd:enum" value="210">SEC. 210. </num><editorialNote style="-uslm-dtd:usc-reference" role="uscRef"><b>[</b><ref href="/us/usc/t16/s1727b">16 U.S.C. 1727b</ref><b>]</b> </editorialNote><heading style="-uslm-dtd:header">INDIAN YOUTH SERVICE CORPS. </heading>
                <subsection style="-uslm-dtd:subsection" identifier="/us/sComp/91/378/tII/s210/a" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="a">(a) </num><heading style="-uslm-dtd:header">In General.—</heading><chapeau style="-uslm-dtd:text">There is established within the Public Lands Corps a program to be known as the “<quotedText style="-uslm-dtd:quote">Indian Youth Service Corps</quotedText>” that—</chapeau>
                    <paragraph style="-uslm-dtd:paragraph" identifier="/us/sComp/91/378/tII/s210/a/1" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="1">(1) </num><content style="-uslm-dtd:text">enrolls participants between the ages of 16 and 30, inclusive, and veterans age 35 or younger, a
 majority of whom are Indians;</content>
                    </paragraph>
                    <paragraph style="-uslm-dtd:paragraph" identifier="/us/sComp/91/378/tII/s210/a/2" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="2">(2) </num><content style="-uslm-dtd:text">is established pursuant to an agreement between an Indian tribe and a qualified youth or
 conservation corps for the benefit of the members of the Indian tribe; and</content>
                    </paragraph>
                    <paragraph style="-uslm-dtd:paragraph" identifier="/us/sComp/91/378/tII/s210/a/3" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="3">(3) </num><content style="-uslm-dtd:text">carries out appropriate conservation projects on eligible service land.</content>
                    </paragraph>
                </subsection>
                <subsection style="-uslm-dtd:subsection" identifier="/us/sComp/91/378/tII/s210/b" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="b">(b) </num><heading style="-uslm-dtd:header">Authorization of Cooperative Agreements.—</heading><content style="-uslm-dtd:text">The Secretary may enter into cooperative agreements with Indian tribes and qualified youth or
 conservation corps for the establishment and administration of the Indian
 Youth Service Corps.</content>
                </subsection>
                <subsection style="-uslm-dtd:subsection" identifier="/us/sComp/91/378/tII/s210/c" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="c">(c) </num><heading style="-uslm-dtd:header">Guidelines.—</heading><content style="-uslm-dtd:text">Not later than 18 months after the date of enactment of the <inline style="-uslm-dtd:short-title">John D. Dingell, Jr. Conservation, Management, and Recreation Act</inline>, the Secretary of the Interior, in consultation with Indian tribes, shall issue guidelines for the
 management of the Indian Youth Service Corps, in accordance with <ref style="-uslm-dtd:footnote-ref" idref="ID4936A245FEAC40A4B8D2CDAEBA49F27F" class="footnoteRef">1</ref>this Act
 and any other applicable Federal laws.</content><footnote id="ID4936A245FEAC40A4B8D2CDAEBA49F27F" style="-uslm-dtd:footnote"><sup style="-uslm-dtd:superscript">1</sup><p style="-uslm-dtd:para; margin-left:1em">So in law.                 </subsection>
            </section>
            <section style="-uslm-dtd:section" identifier="/us/sComp/91/378/tII/s211" styleType="OLC">
                <num style="-uslm-dtd:enum" value="211">SEC. 211. </num><editorialNote style="-uslm-dtd:usc-reference" role="uscRef"><b>[</b><ref href="/us/usc/t16/s1728">16 U.S.C. 1728</ref><b>]</b> </editorialNote><heading style="-uslm-dtd:header">NONDISPLACEMENT. </heading>
                <content style="-uslm-dtd:text" class="block">The nondisplacement requirements of section 177 of the National and Community Service Act of 1990 shall be applicable to all activities carried out by the Public Lands Corps, to all activities carried out under this title by a qualified youth or conservation corps, and to the selection and service of resource assistants.</content>
            </section>
            <section style="-uslm-dtd:section" identifier="/us/sComp/91/378/tII/s212" styleType="OLC">
                <num style="-uslm-dtd:enum" value="212">SEC. 212. </num><editorialNote style="-uslm-dtd:usc-reference" role="uscRef"><b>[</b><ref href="/us/usc/t16/s1729">16 U.S.C. 1729</ref><b>]</b> </editorialNote><heading style="-uslm-dtd:header">FUNDING. </heading>
                <subsection style="-uslm-dtd:subsection" identifier="/us/sComp/91/378/tII/s212/a" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="a">(a) </num><heading style="-uslm-dtd:header">Cost Sharing.—</heading>
                    <paragraph style="-uslm-dtd:paragraph" identifier="/us/sComp/91/378/tII/s212/a/1" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="1">(1) </num><heading style="-uslm-dtd:header">Projects by qualified youth or conservation corps.—</heading><content style="-uslm-dtd:text">The Secretary is authorized to pay not more than 75 percent of the costs of any appropriate conservation project carried out pursuant to this title on public lands by a qualified youth or conservation corps. The remaining 25 percent of the costs of such a project may be provided from nonfederal sources in the form of funds, services, facilities, materials, equipment, or any combination of the foregoing. No cost sharing shall be required in the case of any appropriate conservation project carried out on Indian lands or Hawaiian home lands under this title.</content>
                    </paragraph>
                    <paragraph style="-uslm-dtd:paragraph" identifier="/us/sComp/91/378/tII/s212/a/2" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="2">(2) </num><heading style="-uslm-dtd:header">Public lands corps projects.—</heading><content style="-uslm-dtd:text">The Secretary is authorized to accept donations of funds, services, facilities, materials, or equipment for the purposes of operating the Public Lands Corps and carrying out appropriate conservation projects by the Corps. However, nothing in this title shall be construed to require any cost sharing for any project carried out directly by the Corps.</content>
                    </paragraph>
                </subsection>
                <subsection style="-uslm-dtd:subsection" identifier="/us/sComp/91/378/tII/s212/b" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="b">(b) </num><heading style="-uslm-dtd:header">Funds Available Under National and Community Service Act.—</heading><content style="-uslm-dtd:text">In order to carry out the Public Lands Corps or to support resource assistants and qualified youth or conservation corps under this title, the Secretary shall be eligible to apply for and receive assistance under section 121(b) of the National and Community Service Act of 1990.</content>
                </subsection>
                <subsection style="-uslm-dtd:subsection" identifier="/us/sComp/91/378/tII/s212/c" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="c">(c) </num><heading style="-uslm-dtd:header">Other Funds.—</heading><content style="-uslm-dtd:text">Amounts appropriated pursuant to the authorization of appropriations under section 213 are in addition to amounts allocated to the Public Lands Corps through other Federal programs or projects.</content>
                </subsection>
            </section>
            <section style="-uslm-dtd:section" identifier="/us/sComp/91/378/tII/s213" styleType="OLC">
                <num style="-uslm-dtd:enum" value="213">SEC. 213. </num><editorialNote style="-uslm-dtd:usc-reference" role="uscRef"><b>[</b><ref href="/us/usc/t16/s1730">16 U.S.C. 1730</ref><b>]</b> </editorialNote><heading style="-uslm-dtd:header">AUTHORIZATION OF APPROPRIATIONS. </heading>
                <subsection style="-uslm-dtd:subsection" identifier="/us/sComp/91/378/tII/s213/a" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="a">(a) </num><heading style="-uslm-dtd:header">In General.—</heading><content style="-uslm-dtd:text">There is authorized to be appropriated to carry out this title $12,000,000 for each fiscal year, of which $8,000,000 is authorized to carry out priority projects and $4,000,000 of which is authorized to carry out other appropriate conservation projects.</content>
                </subsection>
                <subsection style="-uslm-dtd:subsection" identifier="/us/sComp/91/378/tII/s213/b" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="b">(b) </num><heading style="-uslm-dtd:header">Disaster Relief or Prevention Projects.—</heading><content style="-uslm-dtd:text">Notwithstanding subsection (a), any amounts made available under that subsection shall be available for disaster prevention or relief projects.</content>
                </subsection>
                <subsection style="-uslm-dtd:subsection" identifier="/us/sComp/91/378/tII/s213/c" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="c">(c) </num><heading style="-uslm-dtd:header">Availability of Funds.—</heading><content style="-uslm-dtd:text">Notwithstanding any other provision of law, amounts appropriated for any fiscal year to carry out this title shall remain available for obligation and expenditure until the end of the fiscal year following the fiscal year for which the amounts are appropriated.</content>
                </subsection>
