  in Block 17.
DESC: The Department of Defense (DoD) as represented by the U.S.
Army Soldier and Biological Chemical Command (SBCCOM), has
a requirement to develop a Joint Transportable Collective Protection
System (JTCOPS). This will be a new nuclear, biological and
chemical (NBC) protective shelter system for use by all DoD
services. The requirement calls for a modular, collectively
protected shelter that provides a transportable, free-standing
system for billeting, medical, and operational facilities capable
of being complexed to meet changing mission needs.. The JTCOPS
must incorporate a toxic free area (TFA), a contamination control
area (CCA), an environmental control unit, air filtration and
generator/power capabilities. The JTCOPS must allow collectively
protected vehicles/vans to be connected for safe personnel
ingress/egress. The JTCOPS must be capable of being transported
by ground, sea and air modes. This modular collective protection
system must be capable of providing relief from psychological
and physiological stresses during sustained operations in a
contaminated environment due to wearing full Individual Protective
Equipment (IPE). The JTCOPS must provide the ability to process
contaminated personnel through a CCA into a TFA, as defined
in North Atlantic Treaty Organization (NATO) Standardization
Agreement (STANAG) 4192, consistent with service decontamination
and contamination control procedures. The JTCOPS must be capable
of operation by all U.S., NATO and other allied forces. In
order to promote an environment of teaming/partnering for this
acquisition, SBCCOM wants to continue to involve industry in
the early development of this acquisition. Accordingly, five
documents (1) a Draft Request for Proposal, Sections H, L,
  and M only; (2) a revised Draft Statement of Objectives (SOO);
  (3) a revised Draft Performance Specification; (4) a draft
Integrated Master Schedule (IMS); and (5) a draft Integrated
Master Plan (IMP) are available for review as of February 29,
2000 on the Natick Contracting Division web page at "www3.natick.army.mil/"
under Business Opportunities, Upcoming Acquisitions, JTCOPS.
In order to initiate an exchange of information on this acquisition,
SBCCOM requests that interested parties submit separate reviews
of any or all of the five documents providing suggestions regarding
revisions or additions Responses should be e-mailed to the
  Contracting Officer, Laura.Maclean@natick.army.mil/ or the

DESC: The U.S. EPA intends to negotiate on a sole source basis
with Cratech Inc. for services to provide further development
of a small scale (1 to 20=MWe) biomass fueled power plant.
Cratech Inc. has already an existing agreement with EPA currently
in progress for a three phase effort to develop this biomass
fueled power plant. This additional effort will consist of
Cratech, I nc. supplying sample ports on the outlet side of
the hot gas filtration vessel for a gas chromatograph, EPA
Method 5 and Method 29 trains, NOx, CO2, O2, and CO analyzers,
and a hygrometer. The Cratech will provide equipment racks,
tables, and protective enclosures to accommodate sampling
equipment. The contr actor shall also provide a clean sample
preparation room. The basis for sole source negotiations for
this additional effort is that Cratech Inc. is uniquel y qualified
in that they are already currently developing the biomass fueled
power plant. Cratech Inc. has the only pressurized fluid bed
gasifier coupled with a hot gas filtration cleanup system designed
specifically to be fueled with biomass and analysis of gas
samples on the outlet side of the hot gas filtration vessel
is needed to determine the performance of the system and the
compatibility of the gas as a fuel for a gas turbine. THIS
IS NOT A REQUEST FOR QUOTATION. Sources wishing to be considered
must provide full documentation demonstrating their ability
to meet the unique capabilities stated above, without exception.
Documentation must be submitted within 15 days of the publication

DESC: NASA GSFC intends to issue a Request for Proposal (RFP)
for the extension of the Transition Region & Coronal Explorer
(TRACE) Satellite Mission Operations & Data Analysis contract
on a sole source basis and in accordance with 10 U.S.C. 2304(c)(1),
Only One Responsible Source, to Lockheed Martin Missiles &
Space (LMMS) for a three year extension to contract NAS5-38099.
This extension will provide continued monitoring of health
and performance of the one-instrument TRACE satellite. The
TRACE science investigation quantitatively explores the connection
between fine-scale magnetic fields and the associated plasma
structures of the sun. The TRACE instrument collects sequences
of digital images that show all regions of the atmosphere simultaneously
using high resolution extreme ultraviolet radiation. In December
1993 LMMS was competitively selected to define, design, fabricate,
test, calibrate, and integrate the spacecraft, monitor and
control orbital operations, and publish data from the TRACE
instrument. TRACE was launched in April 1998 and scheduled
to allow joint observations with the Solar & Heliospheric Observatory
(SOHO) satellite during the rising phase of the solar cycle
to sunspot maximum which is anticipated to begin occurring
within the next 3 to 18 months. In order to maintain uninterrupted
missions continuity and quick response to critical events and
to avoid the loss of unique and vital research data during
this period, it is essential that LMMS continue to deliver
the specialized support it has provided over the last seven
years for TRACE and all related scientific investigative activities.
Therefore, LMMS is considered the only responsible source capable
of fulfilling this requirement. All responsible sources desiring
consideration are requested to fully identify their interest

DESC: Description for notice to locate university sources for
Magnetic Launch Assist Project. The National Aeronautics and
Space Administration (NASA) is soliciting information from
potential university sources to support the Magnetic Launch
Assist (MLA) Project at the Kennedy Space Center (KSC). KSC
has recently begun a long term program which is expected to
lead to a full scale MLA system in ten years. The MLA will
allow future rockets to be accelerated at 2 gravities (Gs)
on the ground and released at a speed of 600 miles per hour
(mph), providing a substantial decrease in the cost of getting
payload into orbit. We wish to locate established groups which
are active in MLA and its related technologies. Our interest
during this early phase of the project is to fund studies in
selected, but relatively, broad areas to determine what options
for an MLA system appear feasible and to determine what technology
areas should be supported to help increase the probability
of success of the overall project. The specific goals of this
early phase of the MLA project are 1) to fund a study to help
determine what track and sled configurations could be used
in an MLA system, 2) to fund a study to determine what energy
storage and delivery systems are possible for a future MLA
system, 3) to interface with active researchers in this field
to increase in-house expertise and to develop system requirements,
and 4) to determine specific technology areas requiring development.
Interested university groups which are active in magnetic launch
assist and its related technologies should submit a capability
statement of (6) six pages or less. The capability statement
should specifically address your group's experience in MLA
technologies, highlighting electromagnetic propulsion and levitation
systems and energy storage and delivery systems. NASA intends
to award a research grant based on the responses received.
Preference will be given to the demonstration of operational
systems as opposed to performing studies, though all levels
of expertise are sought. Preference will be given to breadth
of knowledge and leadership in overall system development,
than to expertise in any specific technology. Preference will
also be given to groups which have performed continuous research

of SHARP, the Naval Research Laboratory is offering to fly
reconnaissance cameras and supporting electronics at NAS Patuxent
River (PAX) in a P-3 aircraft that has been modified for such
a mission. The purpose of the flights will be to gather imagery
that indicates the performance of candidate reconnaissance

Statements from interested U.S. firms which are qualified on
the basis of experience and capability to develop a feasibility
study for for a configuration study on the computer upgrade
of the existing national payments systems of the Central Bank
of the Philippines. Based upon the Prequalification Statements,
the Grantee will develop a short list of qualified firms which
will be invited in writing to submit a formal Technical Proposal
to carry out the study. TDA has provided a technical assistance
grant to the Bangko Sentral ng Pilipinas for the conduct of
Phase I Study for the upgrade of the existing payment system
to a full scale national Real Time Gross Settlement (RTGS)
system to service Metro Manila and the 30 regional offices/units.
The BSP is the Philippine Central Monetary Authority. It was
established to provide policy directions in the areas of money,
banking and credit and to have supervision over the operations
of banks and exercise such regulatory powers as may be provided
by law over the operations of finance companies and other institutions
performing similar functions. The BSP administers the national
payments system and serves as the settlement bank for these
transactions through reserve deposits maintained by banks.
The Configuration Study will identify the business and technical
architecture requirements of a RTGS system in BSP's current
and future environment as well as evaluate potential check
clearing systems that are compatible with the RTGS solution
and that include the latest technology on check imaging and
check truncation. The U.S. firm selected will be paid in U.S.
dollars from a $122,000 grant to the Grantees from the U.S.
Trade and Development Agency (TDA). A detailed Request for
Proposals (RFP), which includes the requirements for submission
of the Prequalification Statements and the Technical Proposal,
the Terms of Reference, and a background desk study report

to the IRC, TDA at 703-875-4009. In the fax, please include
your firm's name, contact person, address, and telephone number.
Some firms have found that RFP materials sent by U.S. mail
do not reach them in time for preparation of an adequate response.
Firms that want TDA to use an overnight delivery service should
include the name of the delivery service and your firm's account
number in the request for the RFP. Firms that want to send
a courier to TDA to retrieve the RFP should allow one hour
after faxing the request to TDA before scheduling a pick-up.
Please note that no telephone requests for the RFP will be
honored. Please check your internal fax verification receipt.
Because of the large number of RFP requests, TDA cannot respond
to requests for fax verification. Requests for RFPs received
before 4:00 PM will be mailed the same day. Requests received
after 4:00 PM will be mailed the following day. Please check
with your courier and/or mail room before calling TDA. Only
U.S. firms and individuals may bid on this TDA financed activity.
Interested firms, their subcontractors and employees of all
participants must qualify under TDA's nationality requirements
as of the due date for submission of qualifications and proposals
and, if selected to carry out the TDA-financed activity, must
continue to meet such requirements throughout the duration
of the TDA-financed activity. All goods and services to be
provided by the selected firm shall have their nationality,
source and origin in the U.S. or host country. The U.S. firm
may use subcontractors from host country for up to 20 percent
of the TDA grant amount. Details of TDA's nationality requirements
and mandatory contract clauses are also included in the RFP.
Interested U.S. firms should submit their Prequalification
Statements as outlined in the RFP in English directly to the
Grantee by 5:00PM, March 17, 2000 at the above address. Evaluation
criteria for the Prequalification Statements and the Technical

DESC: COTS MOBILE X-RAY VAN CONVERSION: The US Army, Communications-Electronics
Command (CECOM), Research, Development and Engineering Center
(RDEC), Intelligence and Information Warfare Directorate (I2WD)
intends to award a Time and Materials contract modification
on a sole source basis. The maximum CLIN value is expected
to be $200,000 for a quantity of one commercial, NDI, Model
101Z x-ray van conversion from a GM Model G20 van to a GM Model
G3500 van plus several technological improvements to the x-ray
unit. The original GM G20 van based 101Z x-ray system was manufactured
by American Science & Engineering, Incorporated (AS&E). As
the original equipment manufacturer, AS&E maintains proprietary
information, technical and patent rights, and the technical
expertise required to complete this integration and these upgrades
on the 101Z x-ray system. This non-recurring effort is intended
to extend the life of x-ray equipment previously purchased
and incorporated in an older model GM G20 van fielded for the
U.S. Cusoms Service (USCS). The GM G20 van has reached the
end of its useful life; however, the x-ray equipment can be
removed and installed in a new vehicle and re-deployed to the
field, which is the type of effort required under existing
contract DAAB07-00-D-K501. Once converted from the GM G20 van
to the GM G3500 van, the functionality of the system must not
be degraded. This means that the system must still have the
ability to: (1) capture transmission x-ray and Compton scattered
x-ray photons; (2) display dual imaging of transmission and
Compton scattered x-ray images; (3) operate at a level of exposure
less than 0.5mR per hour at 2 inches from the cabinet. The
system must also maintain the following capabilities: (4) complete
self-containment and the ability to operate with no additional
equipment required; (5) operate either by self-contained generator
power or local shore power; (6) operate in extreme environments
found along southwest border locations. In addition, system
changes will be performed on the x-ray unit to bring it closer
to the capability of the new 101Z x-ray van systems. The Government
intends to solicit and negotiate with Only One Responsible
Source under authority of Title 10 U.S.C. 2304(c)(1) and FAR
6.302-1(b)(2). This synopsis of intent to award sole source
is not a request for proposals/offers; however, any firm capable
