SOL N/A
DUE 090699
POC Christine Davila (cdavila@ch2m.com), 210-377-3081
DESC: PRIVATIZATION UNDER 10 USC 2688, UTILITY SYSTEMS: CONVEYANCE
AUTHORITY AT BARNES AIR NATIONAL GUARD BASE, WESTFIELD, MASSACHUSETTS,
SOL: N/A, DUE: 090699 POTENTIAL SOURCES SOUGHT PURPOSE: The
Air Force seeks to identify responsible potential sources and
obtain information in regards to privatization of utility systems
in accordance with 10 USC 2688, "Utility Systems: Conveyance
Authority". The Commander of Barnes Air National Guard Base
is seeking interest and information specifically for the potential
privatization of the natural gas utility system at Barnes Air
National Guard Base, Westfield, Massachusetts. OBJECTIVE: Should
privatization result, the ownership of Barnes Air National
Guard Base's natural gas utility system, operation and maintenance
and obligation to continue to provide utility service for an
indefinite and ongoing period will transfer to a utility service
provider. All responsibility for maintaining reliable utility
service, including such items as environmental compliance,
maintenance costs, major system renovations, construction,
equipment, manpower and overhead costs will become the utility
service provider's responsibility. It is intended that the
privatization will ultimately reduce the Air Force's life-cycle
costs for operating and maintaining utility systems and services.
SYSTEM DESCRIPTIONS: The following information provided is
only an estimate and is subject to change. Natural Gas The
natural gas service is provided to Barnes ANGB through a 4-inch
main to the main base distribution system and a 2-inch service
line to one other building on base. The total natural gas demand
is approximately 15 million cubic feet annually. The natural
gas distribution system consists of approximately 4,000 feet
of 4-inch PE pipe and 3,400 feet of 2-inch PE pipe. The gas
is used for heating purposes. PROCEDURES: This request to interested
parties is for gathering information and is a required component
of a systematic process to evaluate the interested parties
under the Air Force's utilities privatization program. In order
to minimize costs both to potentially interested parties and
the government, this notice is being issued to determine the
interest and feasibility of proceeding with a formal request
for proposals. Should insufficient credible interest be identified
for a privatization action, it is highly likely that no formal
solicitation will be issued. SHOULD INTEREST BE DETERMINED
SUFFICIENT, A FORMAL REQUEST FOR PROPOSALS MAY BE FORTHCOMING.
Small Business interests shall note the FAR Part 19 Standard
Industrial Codes (SIC) and Size Standards for the utility systems
identified in this announcement. Some, all, or any combination
of the following may apply. SIC/SS: 4911/4Million (M) Megawatt
  hours, 4922/$5M, 4923/$5M, 4924/500, 4925/$5M, 4931/$5M, 4932/$5M,
  4939/$5M, 4941/$5M, 4952/$5M, 4953/$6M, 4959/$5M, 4961/$9M,
4971/$5M. REQUESTED RESPONSE: Interested parties should provide
a statement of interest on company letterhead (not to exceed
20 pages in length). The statement should include as a minimum
the following criteria: (1) specific utility system(s) of interest
and desired bundling/grouping of utilities to purchase; (2)
capability and experience in ownership, operation and maintenance
of similar utility systems; (3) financial capacity to purchase,
expand and operate the utility systems; (4) statement detailing
the understanding of the obligation to serve in regards to
continuous utility service; (5) conceptual rate plan (excluding
numerical analysis or proposed rates), i.e. will charges for
utility service be made from existing rates or from rates developed
specifically for service at the individual base(s); (6) ideas
regarding conjunctive metering and billing for service on base
(excluding numerical analysis or proposed rates); (7) discussion
of your conceptual basis (excluding numerical analysis or proposed
price) for a proposed purchase price (capitalized earnings
value, replacement cost new less depreciation, original cost
less depreciation, or other); (8) statement detailing your
understanding of applicable state and local utility laws and
your compliance capability; (9) statement detailing your understanding
of any existing franchises and your ability to provide service
given these conditions; (10) statement detailing your understanding
of federal, territorial, and local environmental laws and regulations
and familiarity and experience with environmental compliance
procedures and regulations for Massachusetts and the U. S.
Environmental Protection Agency; and (11) business size (large,
  small, small-disadvantaged; 8(a); women-owned). Elaborate proposals
or pricing information is neither required nor desired. Under
no circumstances will cost data for the existing systems be
provided. Any innovative and new conceptual ideas to achieve
the stated objective are encouraged. If a site visit and the
provision of additional data are later determined necessary,
notification will be provided by way of an amendment to this
announcement. It should be noted that the RFIs for different
Air Force Bases and utility systems may be issued in the same
time frame. A separate response to each RFI is required. Please
respond electronically as well as with hard copy. The point

DESC: The United States Army Tank-automotive and Armaments Command
(TACOM) is currently planning the acquisition of propulsion
engineering support for military and commercial ground, water,
rail, and air systems and supporting components. Propulsion
system components include all types of engines, drive trains,
final drives, air cleaners, cooling systems, intake and exhaust
systems, control systems, propulsion electrical systems, axles,
gearboxes, braking systems, steering systems, auxiliary power
units, propeller shafts, couplings, differentials, torque converters,
fuel cells, batteries, electric motors, generators, and electric
drive system controls. The propulsion systems and components
include both Government and commercial items with output power
in the 5 to 6,000 horsepower range. We expect to release
the solicitation for this procurement in the first quarter
of Fiscal Year 2000 (October through December 1999), and this
market survey is the first step toward the targeted solicitation
release. We envision using a Cost-Plus-Fixed-Fee type contract
lasting five years (a base year, plus four option years), with
an estimated value of $19 Million. To assess the suitability
of the user requirements, we invite you to participate in this
market survey by examining the draft Statement of Work (SOW)
and completing the questionnaire at http://www.tacom.army.mil/acqcen/ssn/sources.htm.
The information gathered in this survey may contribute to the
decision as to how to approach this acquisition. We request
you carefully review the all of the survey documentation. You
should then determine the extent to which your firm is capable
of providing the requested services and your interest in participating
in this effort. When you furnish your response to the market
survey any supplemental information or commercial literature
describing the performance, human factors, engineering, safety,
supportability, quality or other information not specifically
requested in the questionnaire would also be useful. All
portions of the information contained in the market survey
are subject to change at any time, are in no way binding on
the Government and are not to be considered as final, established
requirements. This survey is furnished for information purposes
only with the understanding that the Government is under no
obligation of any kind to proceed with an acquisition in any
way related to or based upon the data set forth in these enclosures.
The Government is not requesting any interested or potential
suppliers to incur any expenses of any kind in connection with
their review of the documentation or their response to this
survey. Nothing contained herein should be regarded as a basis
upon which to seek payment, reimbursement or other consideration
from the Government. This survey is not intended as a solicitation
of any proposal and submissions of an "unsolicited proposal"
based on subject enclosures will not be given consideration.
Please send your responses electronically to finkbeie@tacom.army.mil
by August 20, 1999. Please furnish any commercial literature
which is available regarding your company, including published

DESC: NASA/ARC is hereby soliciting information from potential
sources for contract, grant, and purchase order closeout services.
The purpose is to solicit industry comments on a proposed consolidated
closeout contract covering all ten NASA centers to identify
contractual options, e.g. type of contract proposed, constraining
requirements, potential cost-savings, or potential problem
areas. A. Summary of Requirement The contractor(s) will perform
administrative closeout activities in accordance with FAR Subpart
4.8 and NASA FAR supplement (NFS) 1804.8, or using quick closeout
procedures in accordance with FAR 42.708 and NFS 1842.708.
Grants closeout will be in accordance with the Grant and Cooperative
Agreement Handbook (NPG 5800.1D). The FAR, NFS, and NPG (under
NASA Directives) may be found at http://nais.nasa.gov/nasa_ref.html.
The contractor(s) will inventory files and maintain a closeout-tracking
log. Additional requirements, i.e. number/types of closeouts,
specific actions required, performance standards, etc., will
be detailed on individual delivery orders issued by each Center.
This requirement will include the following NASA Centers: Ames
Research Center (ARC), CA., Dryden Flight Research Center (DFRC),
CA., Glenn Research Center (GRC), OH.,Goddard Space Flight
Center (GSFC), MD., Jet Propulsion Laboratory (JPL), CA., Johnson
Space Center (JSC), TX., Kennedy Space Center (KSC), FL., Langley
Research Center (LRC), VA., Marshall Space Flight Center (MSFC),
AL., and Stennis Space Center (SSC), MI. The requirement does
not include NASA Headquarters, Wash D.C. See map for geographical
  distribution of Centers at http://nais.nasa.gov/nasa_map.html.
  A firm-fixed price, indefinite delivery-indefinite quantity
contract (FFP-IDIQ) is anticipated. FFP delivery orders will
be issued by individual Centers. Multiple contract awards,
perhaps on a multiple Centers or a regional basis, are under
consideration. Considering the type and scope of the services,
industry comments are welcome concerning the feasibility of
multiple contract awards. The anticipated performance period
will be a one-year base period, plus four, one-year options.
The estimated FFP of this contract is approximately $8-$10
million over the entire five-year performance period for all
Centers. If multiple awards are made, the contract value would
be decreased to correspond to the region or Centers covered.
As the number of contracts, grants, and purchase orders requiring
closeout vary from Center to Center, the estimated contract
value is not spread evenly across all the Centers. Of the total
for all Centers, the approximate anticipated usage is, in descending
  order: GSFC 35%, JSC 25%, ARC 10-15%, GRC 10-15%, MSFC 10-15%,
  DFRC < 10%, KSC < 10%, SSC < 10% and JPL < 5%. NOTE: Percentages
are for magnitude only and will not total 100. The estimated
award date for this requirement is first quarter fiscal year
(FY) 2000. The following Center would be included at time of
award: KSC. Anticipated performance start for the other Centers
are: JSC Summer 2000, GRC TBD (to be determined) 2000, GSFC
TBD 2001, MSFC Spring 2002, ARC Fall 2003, LRC TBD, DFRC TBD,
JPL TBD, and SSC TBD. B. Solicitation Information The SIC code
and size standard for this requirement is 8741 and $5 million
respectively. If issued, this requirement will be solicited
using NASA Mid-Range procedures (NFS Part 1871) for a commercial
item using a best value source selection method.(See Note A
for definition of commercial item). No solicitation exists,
therefore do not request a copy of the solicitation. If a solicitation
is released, it will be synopsized in the CBD and on the NASA
Acquisition Internet Service (NAIS). It is your responsibility
to monitor these cites for the release of any synopsis or solicitation.
The anticipated release date of the RFO is late 1999. As this
requirement is under Mid-Range procedures, no draft RFO will
be issued. Potential offerors will be responsible for downloading
their own copy of the solicitation and amendments, if any.
Hard copies of the solicitation will not be mailed. Interested
offerors/vendors having the required specialized capabilities
to meet the above requirement should submit a capability statement
of ten (10) pages or less indicating the ability to perform
all aspects of the effort described herein. In addition to
the above, responses must include the following: name and address
of firm, size of business; average annual revenue for past
3 years and number of employees; ownership; whether they are
  large, small, small disadvantaged, 8(a), HUBZone, and/or woman-owned;
number of years in business; affiliate information: parent
company, joint venture partners, potential teaming partners,
prime contractor (if potential sub) or subcontractors (if potential
prime); list of customers covering the past five years (highlight
relevant work performed, contract numbers, contract type, dollar
value of each procurement; and point of contact - address and
phone number). This synopsis is for information and planning
purposes and is not to be construed as a commitment by the
Government nor will the Government pay for information solicited.
Respondents will not be notified of the results of the evaluation.
Respondents deemed fully qualified will be considered in any
resultant solicitation for the requirement. The Government
reserves the right to consider a small business or 8(a) set-aside
based on responses hereto. All responses shall be submitted
to Jeanne Stevens no later than COB August 25, 1999. Facsimile
or e-mail responses are acceptable to 650/604-4646 or jmstevens@mail.arc.nasa.gov.
