DUE 022699
POC Thomas L. Cox, Contract Specialist, (703) 325-1196 and Donald
  L. Shires, Jr.,Contracting Officer,(703)325-6684
DESC: The Subject solicitation is being provided on the DTRA
home page ONLY at http://www.dtra.mil. NO hardcopy will be
provided and no additional notices will appear. All amendments
released (including questions and answers) will also appear
on the home page. It will be your responsibility to view the
home page frequently to note any changes or updates. The following
information is provided to identify potential contractors who
can contribute to the Graybeard Project being conducted by
the Defense Threat Reduction Agency (DTRA). NOTE: THIS NOTICE
INITIATES THE GRAYBEARD TECHNICAL ASSISTANCE AGREEMENTS (GTAA's),
PART OF A COMPREHENSIVE ACQUISITION STRATEGY FOR ACCOMPLISHMENT
OF THE GRAYBEARD PROGRAM NOW MANAGED BY DTRA. PREVIOUS METHODS
FOR OBTAINING SERVICES OF THE NUCLEAR WEAPONS EFFECTS EXPERTS
(WITH THE EXCEPTION OF THE DOMAIN COORDINATORS) WILL BE SUPERCEDED
WITH CONTRACTS AWARDED PURSUANT TO THIS SOLICITATION. The purpose
of the Graybeard Project is to capture the experiences and
insights of subject area experts ("Graybeards") who participated
in DoD's atmospheric and underground nuclear weapons effects
tests. This knowledge is to be archived in DTRA's DARE electronic
database. Objectives of the Graybeard project are (1) to capture
Graybeard recollections and informal (unpublished) documentation
(if any), (2) identify, prioritize, and caveat reports and
test data for transfer to DARE digital archives, and (3) otherwise
contribute to DTRA's knowledge preservation efforts in areas
of Graybeard expertise. The Graybeard project is organized
into the following five technical area domains and subject
  areas: (1) Nuclear Sources (atmospheric, underground and theoretical);
  (2) Shock Physics (airblast; cratering & ejecta; ground shock;
fireball, thermal, and fires, dust fallout, blast effects on
structures); (3) Ionization and Radiation Effects (high altitude
nuclear effects; ionizing radiation; EMP; SGEMP; transient
radiation effects on electronics; thermostructural response
on electronics; (4) Thermomechanical Effects (RV & decoy structures
& materials, overlays, mag flyers, stress gages, ion beams
& PRS machines, optical systems, defensive system materials,
stress & impulse gages, RV structures & materials, satellite
materials, thin film optics, defensive system materials, optical
  transducers, electron beams, instrumentation, pyrotechnics)
and (5) Biological Effects of Nuclear Explosions (effects on
humans). Selection of Graybeard participants will be based
solely on their involvement in prior nuclear test activities,
scientific reputation, current authoritative stature in the
field, and organizational concept for the subject as described
subsequently. It is anticipated that DTRA will enter into Indefinite
Deliver/ Indefinite Quantity (ID/IQ) Contracts with individual
consultants or contractors who meet these qualification requirements.
It is presumed that some subject area experts will be in the
employ of a contractor organization; thus, the qualifications
of the individuals offered are the sole consideration in contractor
selection. The Graybeard team will be supported by DTRA's Nuclear
Effects Information Analysis Center (DASIAC) at no additional
cost to the selected contractors. The Graybeards in each subject
area are expected to: (1) prepare a detailed organization of
their subject area, including full subcategory taxonomy; (2)
identify relevant documentation and test data, (3) prepare
a narrative overview and summary of the subject area for purposes
of planning documentation and coordination with DTRA and as
a preliminary guide for DARE users, (4) conduct a quick sort
of DTRA documents and related information availability, (5)
identify important subject area documents from outside the
DASIAC and DARE collections, (6) support metadata developments
appropriate to the subject area, (7) evaluate the documents
and data identified for archiving in DARE (including a prioritized
list of documents for inclusion in the DARE document inventory,
and a prioritized list of test data to be digitized) in terms
of their usefulness and importance based on the current understanding
of the science pertaining to each effect, and (8) participate
in the DARE video archiving program as appropriate. Potential
offerers are requested to submit an unclassified response (limited
to 5 pages for each subject area) identifying the subject area
of interest, qualifications of the lead subject area expert
(Graybeard), and the scope of activities proposed in response
to the specific requirements enumerated above. After initial
award individual orders will specify the objective, estimated
level of effort, and required deliveries of each task.

SUBJECT: A--ROLE OF MONONUCLEAR PHAGOCYTES IN OPPORTUNISTIC INFECTIONS
OF ORAL MUCOSA AND OTHER TISSUES IN AIDS PATIENTS
SOL N01-DE-12585
POC Marion L. Blevins, 301-594-0652
DESC: The National Institute of Dental and Craniofacial Research
intends to negotiate with the George Washington University
on a non-competitive basis for a three-year extension of Contract
NO1-DE-12585 to continue the study of the role of mononuclear
phagocytes in opportunistic infections of oral mucosa and other
tissues in AIDS patients. This contract has focused on delineating
mechanisms of transmission, infection, and viral expansion
in HIV-1 infection. The impact of co-infections on viral replication,
viremia, and negative clinical outcomes have provided critical
information regarding targeting of antibacterial and antiviral
therapy. Expanded efforts are being directed at defining the
contribution of the tonsils in oral transmission and as a viral
target tissue together with the impact of antiretroviral therapy
on mucosal compartments. The Contractor provides an HIV tissue
bank with archival and current tissue biopsy, autopsy and surgical
materials for the identification of the immunological, virological
and pathological consequences of HIV infection on the host.
The archival tissue specimens, collected prior to the advent
of antiretroviral therapies and the current use of highly active
antiretroviral therapy, are essential for the multiparameter
analyses of the impact of the virus and co-infections with
opportunistic pathogens on cellular, biochemical and molecular
changes in the immune system. Autopsy service as well as access
to infected surgical and biopsy materials are required for
provision of fixed and non-fixed tissue specimens. With the
tissue bank, GWU provides critical expertise in the diagnosis
and analysis of HIV-infected tissues at the gross morphology
level, by light microscopy and at the ultrastructural level.
Immunohistochemical parameters and in situ hybridization coupled
with DNA microarray analysis and cell culture experiments require
that the contractor provide rapid delivery for processing of
fresh tissue specimens. The contractor has been responsible
for continuously incorporating new tissue specimens into the
tissue bank and developing new methodologies of analysis, new
technologies and their refinements to improve the functional,
structural and molecular analysis of HIV-infected cells, tissues
and organs before and after co-infections and/or therapy. No
other known source has an appropriate tissue bank of such proportions
which extends back more than 15 years, is currently actively
incorporating new specimens, and has expertise in the assessment
of such tissues. To develop a comparable bank and knowledge
base would be virtually impossible due to the changing nature
of the disease process during the past decade; to try would
be duplicative and of enormous cost to the Government. The
incumbent contractor has the unique capability to provide the
required services for continuation of this project. Authority:
41 USC 253(c)(1), as set forth in FAR 6.302-1. See Note 22.*****

DESC: PRIVATIZATION UNDER 10 USC 2688, UTILITY SYSTEMS: CONVEYANCE
AUTHORITY AT ROBINS AIR FORCE BASE, GEORGIA, SOL: N/A, DUE:
1/30/99 POTENTIAL SOURCES SOUGHT PURPOSE: The U.S. Air Force
seeks to identify responsible potential sources and obtain
information regarding to privatization of utility systems in
accordance with 10 USC 2688, Utility Systems: Conveyance Authority.
The Commander of Robins AFB is seeking interest and information
specifically for the potential privatization of the electric,
natural gas, potable water, and wastewater utility systems
at Robins AFB, Georgia. OBJECTIVE: Should privatization result,
the ownership of the Robins AFB utility systems, operation
and maintenance, and obligation to continue to provide utility
services for an indefinite and ongoing period will transfer
to a utility service provider. All responsibility for maintaining
reliable utility service, including environmental compliance,
maintenance costs, major system renovations, construction,
equipment, manpower and overhead costs, will become the utility
service provider's responsibility. It is intended that the
privatization will ultimately reduce the Air Force's life-cycle
costs for operating and maintaining utility systems and services.
ROBINS AIR FORCE BASE INFORMATION: Robins AFB is located approximately
18 miles south of Macon, Georgia. The site is located in Houston
County and lies immediately east of the city of Warner Robins.
Robins AFB comprises approximately 8,855 acres and supports
approximately 17,000 military and civilian personnel working
and living in approximately 1,500 buildings requiring utility
services. The utility systems under study for privatiza-tion
in this feasibility study are the Robins AFB electric, natural
gas, water, and wastewater systems. UTILITY SYSTEM DESCRIPTION:
The electric utility system includes approximately 25 miles
of overhead and 98 miles of underground primary circuits at
12.47 kV and all associated components required to provide
power and lighting to the entire base. The electric power commodity
is purchased from Georgia Power. The annual average consumption
of electric power for FY98 was 272,151,708 kilowatt-hours,
with peak of 51,156 kW occurring in July. The electric utility
system also includes two 3.3 MW generators used for peak shaving.
Also included in this feasibility study is a SCADA system currently
used to provide real-time monitoring of 2 high-voltage substations
and 12 industrial wastewater lift stations. The natural gas
utility system includes approximately 38 miles of distribution
piping and all associated components including 8 regulator
stations. The natural gas commodity is purchased from the City
of Warner Robins. The annual average natural gas usage is approximately
10 million therms. Also included as part of the natural gas
utility system is a compressed natural gas station and propane
air plant with a capacity of 4,000 therms per hour. The water
utility system includes approximately 120 miles of distribution
lines, storage capacity of 2,350,000 gallons in 5 water storage
tanks, and all associated components required to provide potable
water service to the entire base. The water commodity is obtained
from 8 groundwater extraction wells permitted by the State
of Georgia. Robins AFB has an average day demand of approximately
3.3 MGD with peak hour demand of approximately 6.6 MGD. Capacity
of the water system is approximately 11.9 MGD but is limited
by the current permit to 3.9 MGD The wastewater utility system
includes approximately 120 miles of collection lines and all
associated components, including 45 sanitary lift stations.
The wastewater system also includes a wastewater treat plant
with an capacity of 3.3 MGD. The current loading on the wastewater
treatment facilities is approximately 1.1 MGD with a peak of
1.6 MGD. The wastewater system also includes the industrial
wastewater collection and treatment system, which includes
10 miles of collection piping, 14 lift stations, and 2 industrial
wastewater treatment plants. IWTP No. 1 has a design capacity
of 0.65 MGD and receives an average flow of 0.24 MGD with a
peak flow of 0.35 MGD. IWTP No. 2 has a design capacity of
0.46 MGD and receives an average flow of 0.10 MGD with a peak
flow of 0.24 MGD. Also included in the industrial wastewater
treatment system is a analytical laboratory for monitoring
system performance. PROCEDURES: This request to interested
parties is for gathering information and is a required component
and systematic process to evaluate the interested parties under
the Air Force's utilities privatization program. In order to
minimize costs both to potentially interested parties and the
government, this notice is being issued to determine the interest
and feasibility of proceeding with a formal request for proposals.
Should insufficient credible interest be identified for a privatization
action, it is highly likely that no formal solicitation will
be issued. SHOULD INTEREST BE DETERMINED SUFFICIENT, A FORMAL
REQUEST FOR PROPOSALS MAY BE FORTHCOMING. Small business interests
shall note the FAR Part 19 Standard Industrial Codes (SIC)

of interest on company letterhead (not to exceed 20 pages in
length). The statement should include as a minimum the following
criteria: (1) capability and experience in ownership, operation,
and maintenance of similar utility systems; (2) financial capacity
to purchase, expand, and operate the utility systems; (3) statement

requirements affecting utilities in the territory, and capability
of complying with such requirements; (5) conceptual rate plan
(excluding numerical analysis or proposed rates), i.e., whether
charges for utility service will be made from existing rates
  or from rates developed specifically for service at the base;
  (6) ideas regarding conjunctive metering and billing for service
on base (excluding numerical analysis or proposed rates); (7)
discussion of your conceptual basis (excluding numerical analysis
or proposed prices) for a proposed purchase price (capitalized
earnings value, replacement cost new less depreciation, original
cost less depreciation, or other); (8) statement detailing
the understanding of federal, territorial, and local environmental
laws and regulations and familiarity and experience with environmental
compliance procedures and regulations for the Georgia Environmental
Protection Division (Georgia EPD) and the U. S. Environmental
Protection Agency; (9) business size (large, small, small-disadvantage,
8(a), or women-owned); and (10) discussion of incentives or
disincentives associated with bundling all or any combination
of utilities under a single privatization package. Elaborate
proposals or pricing information is neither required nor desired.
Under no circumstances will cost data for the existing systems
be provided. Any innovative and new conceptual ideas to achieve
the stated objective are encouraged. If a site visit and the
provision of additional data are later determined necessary,
notification will be provided by way of an amendment to this
announcement. It should be noted that RFIs for different utility
systems may be issued in the same time frame. A separate response

SUBJECT: M--PRIVATIZATION OF UTILITY SYSTEMS AT ROBINS AFB, GA
SOL N/A

  Tel (210)377-3081
Small business interests
shall note the FAR Part 19 Standard Industrial Codes (SIC)
and Size Standards for the utility systems identified in this
announcement. Some, all, or any combination of the following
  may apply. SIC/SS: 4911/4Million (M) Megawatt hours, 4922/$5M,
  4923/$5M, 4924/500, 4925/$5M, 4931/$5M, 4932/$5M, 4939/$5M,
  4941/$5M, 4952/$5M, 4953/$6M, 4959/$5M, 4961/$9M, 4971/$5M.
REQUESTED RESPONSE: Interested parties should provide a statement
of interest on company letterhead (not to exceed 20 pages in
length). The statement should include as a minimum the following
criteria: (1) capability and experience in ownership, operation,
and maintenance of similar utility systems; (2) financial capacity
to purchase, expand, and operate the utility systems; (3) statement
detailing the understanding of the obligation to serve regarding
continuous utility service; (4) statement detailing the legal
right to serve, own, operate, and maintain utility systems
within state laws and an understanding of any applicable federal,
territorial, and local utility laws, regulations, or franchise
requirements affecting utilities in the territory, and capability
of complying with such requirements; (5) conceptual rate plan
(excluding numerical analysis or proposed rates), i.e., whether
charges for utility service will be made from existing rates
  or from rates developed specifically for service at the base;
A separate response
to each RFI is required. The contractor point of contact is

Small business interests
shall note the FAR Part 19 Standard Industrial Codes (SIC)
and Size Standards for the utility systems identified in this
announcement.
(excluding numerical analysis or proposed rates), i.e., whether
charges for utility service will be made from existing rates
  or from rates developed specifically for service at the base;
A separate response
to each RFI is required. The contractor point of contact is
