            <summary-text><![CDATA[<p>This resolution establishes (1) the Senate Active-Duty Military Spouses Fellowship Program, and (2)&nbsp;a central program to administer all of the Senate's military-connected fellowship programs.</p><p>The newly established central program, the Stars of Valor Fellowships Program, must oversee and provide fellowships through the&nbsp;SFC Sean Cooley and SPC Christopher Horton Congressional Gold Star Family Fellowship Program, the McCain-Mansfield Fellowship Program, and the newly established Active-Duty Military Spouses Fellowship Program.</p><p>Under the Stars of Valor Fellowships Program, qualifying individuals may serve a 24-month fellowship in the office of a Senator. The Senate Committee on Rules and Administration must issue regulations for program administration, including eligibility criteria.</p>]]></summary-text>
