            <summary-text><![CDATA[ <p><strong></strong><b>Protecting Children From Experimentation Act of 2023</b></p> <p>This bill establishes a new federal criminal offense for health care professionals who perform or provide referrals for gender transition procedures on minors. </p> <p>A physical or mental health care professional who performs or provides a referral for a gender transition procedure on a minor is subject to criminal penalties&#8212;a fine, a prison term of up to five years, or both.</p> <p>The bill authorizes civil remedies for a minor who undergoes a gender transition procedure. </p> <p>A minor who undergoes a gender transition procedure may not be arrested or prosecuted for an offense under this bill. </p>]]></summary-text>
