            <summary-text><![CDATA[ <p>This bill adopts the Revised Organic Act of the Virgin Islands as the constitution of the U.S. Virgin Islands.</p> <p>The bill permits the legislature of the Virgin Islands to propose amendments to such constitution by a resolution approved by not less than two-thirds of the members of the legislature.</p> <p>All proposed amendments approved by the legislature must be submitted to the qualified voters of the Virgin Islands in a referendum, published at least three months before the date of the referendum.</p> <p>The legislature, by a resolution approved by two-thirds of its members, may submit to the qualified voters at a referendum, held at the same time as a general election, the question of whether a constitutional convention shall be called to revise the constitution.</p>]]></summary-text>
