            <summary-text><![CDATA[ <p><strong>Zombie Programs Survival Guide Act</strong></p> <p>This bill requires the Office of Management and Budget to issue guidance directing federal agencies to report annually on programs and revolving funds that (1) provide federal financial assistance, and (2) did not provide federal financial assistance during the previous year. </p> <p>The reports must include a list of the programs and funds, an explanation of why federal financial assistance was not provided, and the amount of budget authority that is available for each program or fund. </p>]]></summary-text>
