            <summary-text><![CDATA[ <p><b>Anti-Kickbacks, Protecting Rebates for Our Seniors Act or the PRO Seniors Act</b></p> <p>This bill provides statutory authority for the Department of Health and Human Services rule titled <i>Fraud and Abuse; Removal of Safe Harbor Protection for Rebates Involving Prescription Pharmaceuticals and Creation of New Safe Harbor Protection for Certain Point-of-Sale Reductions in Price on Prescription Pharmaceuticals and Certain Pharmacy Benefit Manager Service Fees</i>, which was issued on November 30, 2020. The rule generally took effect January 29, 2021; certain portions were initially scheduled to take effect January 1, 2022, but were further delayed to January 1, 2023.</p>]]></summary-text>
