2021-05-20 Introduced in House This joint resolution proposes a constitutional amendment to require a three-fifths majority of the whole number of each House of Congress to levy a new tax or increase taxes. The resolution also requires all votes taken by either the House of Representatives or the Senate to be determined by the yeas and nays and names of their members and shall be entered on the journal of each chamber.
