A bill to make a technical correction relating to the treatment of refunds of merchandise processing fees under the United States-Mexico-Canada Agreement Implementation Act. 2020-06-03 Introduced in Senate This bill authorizes U.S. Customs and Border Protection (CBP) to refund any merchandise processing fees when an imported good is reliquidated to refund excess duties under the United States-Mexico-Canada Agreement.

A merchandise processing fee is a processing fee assessed by CBP based on the value of the merchandise being imported, not including duty, freight, and insurance charges. Currently, a merchandise processing fee may not be refunded when an imported good is reliquidated to refund excess duties.
