The term <em>federal contracting agencies</em>&nbsp;means the Department of Defense, the Department of Energy, the Department of Transportation, the Department of Commerce, the Environmental Protection Agency, the General Services Administration, and the Department of Veterans Affairs.&nbsp;The agencies must publish&nbsp;their assessments.</p>]]></summary-text>
