            <summary-text><![CDATA[ <p><b>Simplifying Outdoor Access for Recreation Act or the SOAR Act</b></p> <p> This bill sets forth and revises provisions regarding special recreation permits for use by individuals and groups to engage in recreational activities on federal recreational lands and waters.</p> <p> The Department of the Interior and the Department of Agriculture (USDA) shall sell the America the Beautiful-the National Parks and Federal Recreational Lands Passes (1) at all Federal recreational lands and waters at which an entrance fee or a standard amenity recreation fee is charged where feasible to do so; (2) at such other locations considered appropriate and feasible. </p> <p>The Forest Service and the Bureau of Land Management (BLM) shall carry out a program under which they shall (1) enhance private-sector volunteer programs; (2) actively promote private-sector volunteer opportunities; and (3) provide outreach to, and coordinate with, the private sector for such purposes. </p> <p> Interior and USDA shall establish an interagency trail management plan to manage and maintain in a uniform manner trails that cross jurisdictional boundaries between federal land management agencies.</p>]]></summary-text>
