<summary-text><![CDATA[<p><b>National Defense Strategy Implementation Act</b></p> <p>This bill requires the Department of Defense (DOD) to report on and plan means to defeat China and Russia in competition and war.</p> <p>Specifically, the bill</p> <ul> <li>requires DOD to report on operational concepts and plans concerning China and Russia, including on key strategically significant scenarios identified in the National Defense Strategy;</li> <li>requires DOD to develop and implement a plan to strengthen the analytic capabilities, expertise, and processes necessary to meet the strategy;</li> <li>directs the Commission on the National Defense Strategy for the United States to report annually on the execution of the strategy and makes the commission permanent.</li> </ul>]]></summary-text>
