<summary-text><![CDATA[<p><b>Hold Congress Accountable Act</b> </p>   <p>This bill provides for withholding or eliminating the pay of Members of Congress during a government shutdown.</p> <p>Through the day of the general election in November 2020, the bill requires the salaries of Members to be held in escrow during a government shutdown and to be released on the last day of the 116th Congress.</p> <p>After the general election in November 2020, the bill eliminates the pay of Members for the period of a government shutdown.</p>]]></summary-text>
