Alternatives to be evaluated shall include </p> <ul> <li>expanding the Santa Monica Mountains National Recreation Area and redesignating it as the "Santa Monica Mountains and Coastal Recreation Area," or </li> <li>creating a new coastal recreation area designated as the "Los Angeles Coast National Recreation Area." </li></ul>]]></summary-text>
