2019-02-11 Introduced in House This bill repeals the authority of the President to divert certain resources of the U.S. Army Corps of Engineers during national emergencies. Specifically, the bill repeals the President's authority to (1) terminate or defer civil works projects of the U.S. Army Corps of Engineers that are not essential to the national defense; and (2) apply the resources of the Corps' civil works program to civil works, military construction, and civil defense projects that are essential to the national defense.
