<summary-text><![CDATA[<p>This bill repeals the authority of the President to divert certain resources of the U.S. Army Corps of Engineers during national emergencies. Specifically, the bill repeals the President's authority to&nbsp;(1) terminate or defer civil works projects of the U.S. Army Corps of Engineers that are not essential to the national defense; and (2) apply the resources of the Corps' civil works program to&nbsp;civil works, military construction, and civil defense projects that are essential to the national defense.</p>]]></summary-text>
