<summary-text><![CDATA[<p><strong>Craig Thomas Rural Hospital and Provider Equity Act of 2016</strong></p> <p>This bill amends the Public Health Service Act and title XVIII (Medicare) of the Social Security Act to:</p> <ul> <li>establish, extend, reinstate, or modify&nbsp;various Medicare payment adjustments&nbsp;for rural hospitals;</li> <li>establish a capital infrastructure revolving loan program for rural medical facilities;</li> <li>allow authorized&nbsp;physician assistants&nbsp;to order hospice care under Medicare;</li> <li>establish Medicare coverage for specified mental health counselor services and marriage and family therapist services;</li> <li>create a grant program for state offices of rural health; and</li> <li>modify other provisions&nbsp;related to&nbsp;rural&nbsp;medical facilities.&nbsp;</li></ul>]]></summary-text>
