<summary-text><![CDATA[<p>This bill revises program requirements for the licensing or certification of locomotive operators by prohibiting the issuance of a license or certification to operate a commuter train to, or revoking such license or certification of, any individual whose license was denied, canceled, revoked, or suspended within the most recent five-year period due to being convicted of operating a motor vehicle while under the influence of, or impaired by, alcohol or a controlled substance.</p>]]></summary-text>
