2015-01-06 Introduced in House Amends the Legislative Reorganization Act of 1946 to provide that pay for Members of Congress may not be increased by any adjustment scheduled to take effect in a calendar year if the Congressional Budget Office (CBO) determines that the federal aggregate outlays during the last completed fiscal year exceeded the federal aggregate receipts during such fiscal year.
