This bill amends the District of Columbia Home Rule Act to permit the District of Columbia to obligate and expend local funds in accordance with the local budget act during any portion of a fiscal year in which a federal law providing appropriations for the District of Columbia is not in effect. Under current law, the District of Columbia's local budget must be approved by Congress during the annual appropriations process before the funds become available.
