<summary-text><![CDATA[<p><b>Manufacturers First Act of 2015</b></p> <p>This bill requires the primary and secondary national ambient air quality standards (NAAQS) for air pollutants under the Clean Air Act that are in effect on this bill's enactment date to remain in effect. The Environmental Protection Agency may not issue, implement, or enforce revisions to those NAAQS or any new NAAQS. (Primary NAAQS provide public health protection and secondary NAAQS provide public welfare protection.)</p>]]></summary-text>
