<summary-text><![CDATA[<p>This bill amends the Occupational Safety and Health Act of 1970 to prohibit the assessment of penalties against employers for non-willful, unrepeated, or non-serious violations of occupational safety and health standards during the time period fixed for abatement of such a violation in any citation or final order. Furthermore, no penalty shall be assessed for a violation if it shall be abated by the employer in accordance with the citation or order before the end of that period.</p>]]></summary-text>
