2014-09-18 Introduced in Senate Expresses the sense of the Senate that legislation regarding Energy Savings Performance Contracts and Utility Energy Service Contracts or that may lead to their use by the federal government should receive congressional scoring treatment making it more likely that the legislation will be scored as budget neutral. Supports allowing future discretionary spending savings to be counted against the mandatory spending attributed to entering into the contracts.
