Hospital Payment Fairness Act of 2013 2013-01-30 Introduced in Senate Hospital Payment Fairness Act of 2013 - Amends the Patient Protection and Affordable Care Act (PPACA) to sunset on October 1, 2013, the application of budget neutrality on a national basis in the calculation of the Medicare hospital wage index floor.

(PPACA requires application of the budget neutrality requirement associated with the effect of the imputed rural floor on the area wage index under the Balanced Budget Act of 1997 through a uniform national, instead of state-by-state, adjustment to the area hospital wage index floor.)
