To amend title 38, United States Code, to clarify the manner in which an advance payment of initial educational assistance paid by the Secretary of Veterans Affairs is charged against the entitlement of a veteran to such assistance. 2014-03-06 Introduced in House Requires the Department of Veterans Affairs (VA) to charge an advance payment of veterans' educational assistance against the final and, if necessary, penultimate month of the recipient's entitlement to such assistance.

Prohibits an individual from receiving more than one advance payment of veterans' educational assistance during any academic year.
