Court Efficiency Act of 2013 2013-12-02 Introduced in House Court Efficiency Act of 2013 - Directs the President to appoint, by and with the advice and consent of the Senate, one additional circuit judge for the second circuit court of appeals and one additional circuit judge for the eleventh circuit court of appeals.

Reduces from 11 to 8 the number of circuit judges appointed to the District of Columbia circuit court of appeals.
