<summary-text><![CDATA[<p> Allows an individual residing in a state who had health insurance coverage in effect as of December 31 under which a provider furnished such individual benefits for a life-sustaining treatment with respect to a health condition, and for whom such coverage is not continued for the following plan year and is not offered in such state by such provider, to enroll in health insurance offered in any other state that provides for coverage of such treatment by such provider, as if such individual were a resident of such other state.</p>]]></summary-text>
