<summary-text><![CDATA[<p>National Expansion of Working-families Housing Options Using Small Enterprises Act of 2013 or the NEW HOUSE Act of 2013 - Amends the State Small Business Credit Initiative Act of 2010 to allow states participating in the state small business credit initiative to provide funds to small businesses to be used: (1) to develop, acquire, rehabilitate, maintain, operate, or manage housing projects for low- or moderate-income households; (2) to cover any matching, non-federal contribution required in connection with any other federal grant or assistance program providing such housing; or (3) to purchase foreclosed properties and property being sold by a state or local government in order to provide such housing.</p> <p>Earmarks for such projects certain amounts unobligated as of the date of enactment of the Strengthening Economic Development Through Affordable Housing Act of 2013.</p>]]></summary-text>
