<summary-text><![CDATA[<p>Schoolchildren's Health Protection Act - Amends the General Education Provisions Act to prohibit the provision of federal education funding to state or local educational agencies that: (1) provide, or permit the provision of, postcoital emergency contraception or prescriptions for such contraception on the premises of elementary or secondary schools; or (2) contract with a school-based health center to provide students with health services, unless the center agrees to deny students postcoital emergency contraception or prescriptions for such contraception pursuant to the contract.</p>]]></summary-text>
