2013-07-25 Introduced in House Safeguarding Care Of Patients Everywhere Act or SCOPE Act - Amends the Patient Protection and Affordable Care Act to repeal the requirement that qualified health plans contract only with health care providers, including hospitals with more than 50 beds, that implement a specified patient safety evaluation system and health care quality mechanisms required by the Secretary of Health and Human Services (HHS).
