<summary-text><![CDATA[<p>Global Food Security Act of 2013 - Directs the President to designate an individual to serve as the Special Coordinator for Food, Nutrition, and Agricultural Development to: (1) advise the President on global food security, nutrition security, and agricultural development; and (2) ensure coordination of related U.S. programs.</p> <p>Makes the U.S. Agency for International Development (USAID) the lead agency in implementing a comprehensive food security, nutrition security, and agricultural development strategy. Sets forth the elements of such strategy.</p> <p>Amends the Foreign Assistance Act of 1961 to revise bilateral agriculture, rural development, and nutrition assistance programs.</p>]]></summary-text>
