<summary-text><![CDATA[<p>Amends military pay and allowance provisions to require footwear furnished to or obtained by allowance for enlisted members of the Armed Forces upon their initial entry into service to comply with Department of Defense (DOD) requirements concerning the procurement of products through domestic sources (Buy American requirements), without regard to the applicability of any simplified acquisition threshold.</p> <p>Provides an exception with respect to athletic footwear that is medically required to meet unique physiological needs that cannot be met by footwear complying with such procurement requirements.</p>]]></summary-text>
