<summary-text><![CDATA[<p>Amends the Internal Revenue Code to: (1) require the Commissioner of the Internal Revenue Service (IRS) to terminate the employment of any IRS employee for discrimination against any taxpayer on the basis of political affiliation or for threatening to audit a taxpayer for arbitrary or capricious politically-motivated reasons, and (2) award administrative and litigation costs to taxpayers who prevail against the IRS in any legal or administrative proceeding for wrongful discrimination.</p>]]></summary-text>
