(Continues such payments through crop year 2013 for covered commodities and peanuts.)</p> <p>Prohibits the Secretary of Agriculture (USDA) from making payments, either directly or through the Commodity Credit Corporation (CCC), to the Brazilian Cotton Institute.</p>]]></summary-text>
