<summary-text><![CDATA[<p>Census Reform Act of 2013 - Repeals various census programs of the Department of Commerce, including: (1) the collection and publication of agricultural statistics; (2) the census of manufactures, mineral industries, and other businesses; (3) the mid-decade census, and (4) the census of governments. Repeals the authority of the Secretary of Commerce to conduct any surveys, sampling, or questionnaires other than those necessary to conduct the decennial census of population.</p> <p>Repeals the Census of Agriculture Act of 1997. Prohibits the Secretary of Agriculture from carrying out any activities required to be conducted in 2013 under such Act. </p>]]></summary-text>
