<summary-text><![CDATA[<p>Crime Victims Fund Preservation Act of 2013 - Excludes receipts and disbursements of the Crime Victims Fund from executive and congressional budgets.</p><p>Prohibits the consideration of any legislation in the House of Representatives or the Senate that would authorize the use of amounts in the Crime Victims Fund for a purpose not authorized by the Victims of Crime Act of 1984. Allows the Senate to waive or suspend such prohibition by a three-fifths vote. </p>]]></summary-text>
