<summary-text><![CDATA[<p>Buy America Accountability Act of 2013 - Amends the Buy American Act to require the head of each federal department or independent establishment to submit to Congress a report that contains an evaluation of contractor compliance with the provisions of that Act for at least 10% of the contracts awarded during the fiscal year for the procurement of articles, materials, or supplies.</p> <p>Requires the report to be publicly available. </p> <p>Prohibits the report from covering acquisitions made by an agency, or a component thereof, that is an element of the intelligence community.</p>]]></summary-text>
