<summary-text><![CDATA[<p>Hydrographic Services Improvement Amendments Act of 2013 - Reauthorizes the Hydrographic Services Improvement Act of 1998 with specified appropriations to the Administrator of the National Oceanic and Atmospheric Administration (NOAA) through FY2017. </p> <p>Designates amounts authorized for use to acquire: (1) hydrographic data, provide hydrographic services, conduct coastal change analyses necessary to ensure safe navigation, and improve the management of coastal change in the Arctic; and (2) hydrographic data and provide hydrographic services in the Arctic necessary to delineate the U.S. extended continental shelf. </p> <p>Directs the Comptroller General (GAO) to compare the unit costs of NOAA-conducted hydrographic surveys to the unit costs of procuring such surveys.</p>]]></summary-text>
