<summary-text><![CDATA[<p>Postal Executive Accountability Act - Limits to six the number of United States Postal Service (USPS) officers and employees in very senior executive positions who may be paid at level I of the Executive Schedule and otherwise prohibits the rate of basic pay and bonuses for USPS officers and employees from exceeding the rate of basic pay for level II of the Executive Schedule (currently, level I). Prohibits USPS officers and employees in very senior executive positions from receiving fringe benefits that are greater than the benefits received by other USPS supervisory and managerial personnel who are not subject to collective bargaining agreements.</p>]]></summary-text>
