Inaddition, clause 1 of section 8 of article I of theConstitution (the spending power) provides: ``The Congressshall have the Power . . . to pay the[[Page H3992]]Debts and provide for the common Defence and general Welfareof the United States . . . .'' Together, these specificconstitutional provisions establish the congressional powerof the purse, granting Congress the authority to appropriatefunds, to determine their purpose, amount, and period ofavailability, and to set forth terms and conditions governingtheir use.</pre>]]></constitutionalAuthorityStatementText>
