Thislegislation provides for the conveyance of Federal land andthe adjustment of Federal land boundaries.Article 1, Section 8, Clause 3 (the Commerce Clause), whichgrants Congress the authority to regulate commerce withIndian Tribes, including matters relating to land conveyancesand settlements under the Alaska Native Claims SettlementAct.Article 1, Section 8, Clause 18 (the Necessary and ProperClause), which authorizes Congress to make all laws necessaryand proper for carrying into execution the foregoing powers,including legislation implementing land conveyances andFederal trust responsibilities.[Page H3342]</pre>]]></constitutionalAuthorityStatementText>
