    <constitutionalAuthorityStatementText><![CDATA[<pre>[Congressional Record Volume 171, Number 164 (Monday, October 6, 2025)][House]From the Congressional Record Online through the Government Publishing Office [<a href="https://www.gpo.gov">www.gpo.gov</a>]By Mr. BEGICH:H.R. 5694.Congress has the power to enact this legislation pursuantto the following:Pursuant to clause 7 of rule XII of the Rules of the Houseof Representatives, the Congress finds the authority for thislegislation in the following provisions of the Constitution:Article I, Section 8, Clause 3--The Congress shall have PowerTo regulate Commerce with foreign Nations, and among theseveral States, and with the Indian Tribes. This clausegrants Congress the authority to regulate interstate andtribal commerce, including the trade and sale of marinemammal products and Alaska Native handicrafts derivedtherefrom.
