(The CEP allows eligible schools, groups of schools, and school districts the option to offer breakfast and lunch at no cost to all enrolled students without collecting household applications.)&lt;/p&gt;&lt;p&gt;This bill lowers the threshold for a school to participate in the CEP to an identified student percentage (ISP) of at least 25%, from 40%.
