The foundation must receive certain matching funds from North Dakota or other nonfederal&amp;nbsp;sources before Interior may provide the grants.&lt;/p&gt;&lt;p&gt;The bill prohibits the use of these grants for the maintenance or operations of the presidential library.&lt;/p&gt;&lt;p&gt;The bill also authorizes Interior to loan from its agencies to the foundation federal&amp;nbsp;museum artifacts and objects relating to Theodore Roosevelt.&lt;/p&gt;</text>
