00 2023-09-08 Introduced in House 2024-11-19T16:07:14Z <p><strong>Ukraine Reconstruction Act of 2023</strong></p><p>This bill requires the President to declare Russia an aggressor state and&nbsp;Belarus an affiliated aggressor state and to impose property-blocking sanctions on each. The Department of the Treasury shall transfer such blocked property to an international fund to hold such assets for the reconstruction of Ukraine.</p><p>The Department of State shall work with other countries to establish an international compensation tribunal to adjudicate claims presented by Ukraine, including Ukrainian individuals and entities, against Russia and Belarus.</p>
