        <text><![CDATA[ <p><b>Law Enforcement Resources and Community Safety Act of 2018</b></p> <p>This bill establishes a new obstruction of justice criminal offense for conduct related to tampering with or retaliating against a witness in state or local proceedings.</p> <p>Additionally, it does the following:</p> <ul> <li>establishes competitive grants for state, local, and tribal witness protection programs;</li> <li> authorizes grants to support anti-gang task forces and to hire additional career law enforcement officers to combat organized crime, and <br /></li> <li>allows an existing grant program to be used to purchase personal protective equipment and detection devices for first responders who encounter opioid overdoses.</li> </ul>]]></text>
