    <constitutionalAuthorityStatementText><![CDATA[<pre>[Congressional Record Volume 162, Number 21 (Thursday, February 4, 2016)]From the Congressional Record Online through the Government Publishing Office [<a href='http://www.gpo.gov'>www.gpo.gov</a>]By Mr. GOSAR:H.R. 4473.Congress has the power to enact this legislation pursuantto the following:Article IV, Section 3, Clause 2 (the Property Clause).Under this clause, Congress has the power to dispose of andmake all needful rules and regulations respecting theterritory or other property belonging to the United States.By virtue of this enumerated power, Congress has governingauthority over the lands, territories, or other property ofthe United States- and with this authority Congress is vestedwith the power to all owners in fee, the ability to sell,lease, dispose, exchange, convey, or simply preserve land.The Supreme Court has described this enumerated grant as one``without limitation'' Kleppe v New Mexico, 426 U.S. 529,542-543 (1976) (``And while the furthest reaches of the powergranted by the Property Clause have not been definitelyresolved, we have repeatedly observed that the power over thepublic land thus entrusted to Congress is withoutlimitation.'')Historically, the federal government transferred ownershipof federal property to either private ownership or the statesin order to pay off large Revolutionary War debts and toassist with the development of infrastructure.         <text><![CDATA[ <p><b>Cottonwood Land Exchange Act of 2016</b></p> <p>This bill directs the Department of Agriculture (USDA), if Yavapai County in Arizona offers to convey to the USDA 369 acres of specified nonfederal land in the county, to accept the offer and convey to Yavapai County 80 acres of specified federal land within the Coconino National Forest in the county.</p> <p>The USDA shall determine the values of the lands to be exchanged through appraisals following specified requirements. The values shall be equal, or if they are not equal, equalized as prescribed by this bill. </p> <p>Lands acquired by the USDA under this bill shall become part of the Coconino National Forest. </p>]]></text>
