This bill amends the Comprehensive Environmental Response, Compensation, and Liability Act of 1980 (CERCLA) by making the U.S. government liable for economic damages it caused, including damages that resulted while it was providing assistance in cleaning up hazardous substances.

The Environmental Protection Agency (EPA) must reimburse the Department of the Treasury for the cost of CERCLA claims for money damages against the United States.

The EPA must make those reimbursements from the unobligated balance of amounts in the "Environmental Programs and Management" account. The EPA must first use amounts in that account that are for outreach. If sufficient amounts are not available from outreach funding, the EPA must use amounts made available for enforcement, and then amounts available for the clean air and climate program area.
