Amends title XIX (Medicaid) of the Social Security Act to extend through 2019: (1) Medicaid payment parity with Medicare for primary care services furnished under the Medicaid program, and (2) the increased (to 100%) federal medical assistance percentage (FMAP, or federal matching rate) for additional payments for primary care services.
